Personally, I think HOV lanes are bullsh*t, they only cause more traffic and more exhaust and they just don't work... They took them off of I-287 in NJ years ago. Then again, that's about the ONLY thing they ever got right in that state.....

If my wife works from home, or has the day off, I don't go to work. Traffic is THAT bad here, and we leave at 5:00 in the morning. I know it's hard to comprehend people from three states driving towards the same place everyday.

Thanks Rule292, I was mystified,...I even had to look up HOV on Google to know what that is. High Occupancy Vehicles...could they think of a more unwieldly term?

To the uninitiated, Route 66 in Northern VA has been HOV for probably 30 years and has likely been paid for 2x over with the HOV violation fines that have been given out over the past 30 or so years. Ditto for I395 and the Dulles tol road, also HOV.
Usual thing is to see a 3 to 6 police cars at the "main" entrance like at the beltway and 66 and at least one local car at each local entrance ramp. For added revenue, the beginning of the month brings additional scrutiny of windshields for expired county personal property decals.
Catching folks either knowingly or unknowingly violating or chancing the HOV law is as easy as taking candy from a baby. And I believe it is considered a moving violation, so expect jacked up insurance and points.

If this happens a third time you are being targeted by this officer, period. For whatever reasons unknown. I sure hope it doesn't happen to you again. If so, get his name, badge and file a complaint with his supervisor and department.

Sorry if I was harsh, but you sound like just a punk with no idea what;s coming from your mouth.
I hope I'm wrong and you are just having a bad day, but please think before you speak. If everyone had your attitude toward LEO's, life in the US would be like a third world country. By the way, I have seen some bad pilots in my day, but most are very well trained and I respect what they do and would never bad mouth them all for the actions of a few.
So, let me go out on a limb here... Let's for a moment say that the sides and rear is tinted (even a slight bit), the LEO in question is looking at oncoming traffic, so he is facing South bound. You're heading North bound (headed towards DC) and the sun is facing you, (or behind the the LEO). You being the typical Vette driver, you keep your windows nice and clean, right?
Well then, when you're driving towards the LEO, with the sun gleaming off the front windshield and the darkened windows behind it, your front windshield becomes like a mirror and he really can't get a good look inside, when you're coming at him. If the windows are tinted, he also can't get a good look inside as you drive by either.... That's why he told you to turn on the interior light.
That isn't some "code" for him not to pull you over.... It's for him to equalize the outside light and see inside your car. He would know all about that, because he knows that a two-way mirror (like what they have between an interrogation room and the room "they" hang out in, looking at you), only works if the "hangout room" is dark. If they turn on the lights, then you could faintly see them, in their room.
I know DC traffic all too well.... I've "commuted" there from NYC, NJ and now occassionally from here in CT. Only 2:15 to Baltimore, 1/2 hour through the tunnel and then what should only be about 20 minutes to DC could take "forever" depending on how I try to get into town... I-95, 66, the Beltway into Bethesda and local streets or the Baltimore/ Washington Pkwy to New York Ave.... Yeah, I know DC.... You can keep it.

It seems to me that LEO lately are purely there to generate revenue and keep city workers employed. My respect for LEO is at 0% I have only gotten pulled over once and it was my fault, but it makes me curious when I see 5 cop cars lined up waiting for people to make the same mistake I did. Seems to me they know there is confusion on the road and they take advantage of it.
Someone needs to do something with this country before we have CCTV everyone and we start talking with an accent.
I love this country just as much as anyone but the government is TO BIG and no one cares. The government should be scared of the people, not the other way around.
He was doing his job and it sounded like he did it well and you are way off base.
They are doing away with the HOV lane here in SLC also. The HOV lane is designed to be faster. If you don't want to idle in traffic, car pool. They are thinking about charging people to use the HOV lane that is left here. Basically you pay a toll if you want to get home quicker.
The governmental entities are the ones that push for zero tolerance heavy handed enforcement of the HOV laws NOT THE COPS.
The corrupt part is (or at least was when I lived there years ago) the fact that HOV violations were considered moving violations that carried points and insurance hikes. Patently dishonest, since the laws purpose is an environmental one that has nothing to do with safety.
Neverthess, I was prudent and saw the ripoff and heeded the law.
So why would any LEO want to give a summons for revenue.. he ain't getting anything out of it !!

Most highways were designed and built in the 1950's (Interstate Highway System was named after Ike). Back then there wasn't half the population there is today. Most highways are three lanes afairs that need to be at least eight lanes.... Especially here in the greater NYC area. By trying to force people to commute via mass transit or car pools, is really very impractical, because more and more people are force into the suburbs for affordable housing, as compared to city dwellings and there are not as many options to use car pools or mass transit.
By constricting effectively three lanes to two lanes with HOV, you are choking the highways and creating worse traffic jams, introducing more carbon into the air (if you really worry about that kind of stuff) and making a long commute even longer. NJ did away with HOV lanes and other states should follow suit too.
Personally, I get to work from home most days and the rest, I commute by commercial airline. But on the rare days I need to be in the city by 9:00AM, I'm up at Dawn's crack, just to get there on time.... Fu*k that noise.....
