Correct you are. Candy paints, IIRC, are a base of gold (sometimes silver) followed by a "candy" color and topped with clear. A three step process, much like some of the extra cost colors offered on Vettes.
Yes, exactly, and it should cost no more than the Crystal Red Metallic paint which is about a $500 option.

Come on guys, get with the program, "rear fender" is a bastardized laymen's term.
Gotta call ya on that one...look at maybe a '32 Ford and those things covering the back tires would be...ta da...fenders.

What I'm saying is, the Candy Apple Red color is just another color. No different than Crystal Red Metallic, or Night Race Blue, or Blade Silver.
All of those colors, and hundreds of others, look beautiful from the factory.
They are very common, not considered exotic, and do not cost thousands extra to order.
Yet, when it comes to Candy Apple Red, expect to pay a hefty premium as though it was some extra labor intensive process to produce.
If anyone knows why it's so expensive, please tell me, I'd like to learn.
aside from the top coat varying in color depending on what color base or ground coat you use, candy apple paint is a translucent color and changes in darkness by the amount of coats you put on until you reach your desired shade of color, in other words it gets darker and darker the more you put on, with any standard paint you can apply a hundred coats and the color will be the same when your done, the paint itself is also very expensive more than your standard paints, it is more difficult to spray when you spray a standard color you may start at the top of the car, then go to the hood, then the fender , the door, the quarter panel, each coat over lapping at the fender seam and door, quarter panel and door etc, on a candy apple paint job your supposed to go down the entire side of the car not overlapping those areas as you get darker spots in those areas, i painted one candy apple paint job and it takes quite a bit more time to do, but looks beatiful when done right.
