Guys...save yourself the headache and just pop the front fascia off your car to access/relocate the horns. The azz pain of trying to get to those horns thru the fender just isn't worth it IMHO.

Yep, the Edelbrock instructions walk you through the process. I just can't see how you'd get enough access through the fenderwell to get to the fans/bolts/nuts as it is installed. I think it would be even tougher to re-install the fans elsewhere with them attached to the original bracket through the fender.
It may look intimidating but I've taken the nose off these cars probably a dozen times and can do it in about 20-30 minutes. To me the toughest part is finding a place to store the nose and avoid "hanger rash" while you are working on the car. Once the nose is off the car it's wide open to troubleshoot, relocate and test the horns.
P.S. Before some asks...this is an old photo...the Z06 oil cooler is no longer there...been replaced with the baby Z51 cooler...about 1/3 the size.

Thanks Ken... I plan to give that a try this weekend. I have my install book from Edlebrock so I'll just follow the instructions.... I hope!
I have not installed my E-Force yet, it's still in the garage. Glad to find out about this first. Not much of a horn user, but I want it to be heard when I do use it.
I'm wondering if it is a ground problem. Maybe the powder coated bracket supplied is the issue?
To verify a ground problem, maybe a quick ground strap attached to the horns to see if that is the issue. I really hate the idea of dropping off the nose to correct the horns. I will do it but I'll hate doing it!
Not sure how the E-Force differs in relocating the horns but IMO it's MUCH easier to drop the bottom close out from in front of the wheel well. Some push pins and some 7mm screws.

Just need to get our hands in there to add a strap??? If the bottom will give access to the new horn location that might save the full monty on the nose.
OK guys, I believe Tom Wong had the right answer and here is why I say so. I'm finishing up a 2005 which ate the centri belt...lotsa fun by the way.....NOT! We noticed this car had the same crappy sounding horn syndrome but it was mounted on the original OEM bracket. The problem in this case was one of the two horns was hitting the radiator cradle. When we bent the bracket enough to clear the cradle..PRESTO!...horns sound normal. It appears the horns need to be free to vibrate as Tom indicated in an earlier post.

Had to do horn work after A & A kit. The dealer went at it this way.

In steps 126-127 of the Edelbrock manual you install the horns on the new water pump bracket. I think the water pump bracket is not allowing the horns to vibrate...too thick. Same problem as I discovered with the 2005 I worked on last...horn was not able to vibrate because it was hard against the cradle. I believe the fix is going to require you to reuse the stock bracket mounted elsewhere.
Kinda what I thought but I even went with a new horn and mounted it to the cradle with it's own bracket and same thing. I guess I just need to go back in there and dick with it. When I replaced it though it mounted it a couple times and every time I did it sounded crappy.
So, the real fix is to reinstall the stock horn mount some place else that will allow it to vibrate? Um.... Why won't the stock horn mount work at the same location of the horns now? I'm not dorking with this until the real solution crops up. A new install that tests the horns BEFORE the nose is slipped on maybe?

Heck...I was hoping that you would take the initiative and figure it out and tell the rest of us how to fix this!
