I'm sure I wouldn't know the difference between 400 and 390hp. If I ever want to take it to the drags I will put 92 octane in. I enjoy the Corvette for what it is. The style and driving it are a big thrill for me.
It takes longer for the pcm to switch back to the high octane timing table than it does to switch to the low one.
He might have a bunch of carbon built up in his motor. In that case the knock sensor wont work as well.

Carbon deposits in the combustion chamber causes the knock sensor to not work as well? Why would that be?
The carbon deposits in the combustion chamber acts as an insulator and would raise combustion temperatures and contribute to detonation thus causing the knock sensor to retard timing.
The knock sensor listens for frequecy vibrations in the 6-8Khz range and is screwed into the engine block and in no way is in contact with the carbon buildup in the motor.
