Are the white covers they come with reusable? Will they let you keep them?
I'll answer that. NO! They are made of paper, come in multiple pieces and are very dirty and usually wet. Do you want your dealer to roll up a big wad of wet, dirty paper and put it in the trunk of your new Vette? It really smells great after sitting in there in a hot parking lot for a few hours.
Even though a dealer can not sell a car without an invoice or a window sticker, they can sell it without the MSO unless you are getting your own financing and your bank/credit union wants a copy of the MSO before they will fund the loan.
There is one member on here who posted that he drove his 2016 home last night and he posted pics of it in his garage, but yet he has no invoice yet. How did he get around this? Others have suggested that his selling dealer could get in big trouble for doing this! My thought is that perhaps the dealer knows this customer very well and simply put a dealer license plate on the car making it technically a "demo" right now and not titled to the new owner just yet until that invoice arrives?

No. They will release invoices for all that are ready to be invoiced all on the same day. The GM term is "released to market". When a model is released to market, invoices, window stickers and certificate of origins are all released to dealers.
The window stickers and MSOs do not ship together since they come from two different places.

Yikes! Seems like a foolish thing for a dealer to do considering the invoices will probably just be another day or two anyhow. Surely the owner could have waited instead of putting his dealer into this kind of jeopardy!

Release to Market means that the cars are eligible to be sold. We have cars on our lot now because they needed to get them moving and off the Jack Cooper lot. Basically, our lot will be a storage yard for a few dozen cars until the 2016 Corvette is "released to market".
There could be any number of reasons that a car is not yet released to market but, like I talked about in an earlier thread, I think it's only a matter of waiting till all of the 2015s have hit the ground. I have a customer who did a courtesy delivery in CA and his car just got to the dealership yesterday! It wouldn't be right to the west coast dealers who are still waiting on 2015s to hit the lot while east coast dealers were delivering 2016s.

Every car that is built will probably get an invoice all at the same time, unless the car is only one or two days old. Cars usually don't get invoiced for a few days after they are built.
Your car could ship even though it's not invoiced. Your car could actually get to the dealer's lot and not be invoiced. I've got quite a few here already, but I can't sell them yet.

Computer automation at its best! Someone said that invoices would be out tomorrow though... Someone that said they family member works in GM HQ.
I actually just spoke with someone who knows for sure. Some invoices will be released overnight tonight, but not all. Hopefully the rest will hit by the end of this week or early next week.
My TPW was 7/6 with the vin ending with 934 and my car has been shipped to toledo, OH as of today headed for the west coast. I am so excited for my first vette!
I'm sorry to say, I believe your dealer is mistaken. Invoices are generated once per day in batches. Your dealer is the only one reporting an invoice. I hope I'm wrong but I don't think I am. Hopefully it is run tonight and you will see it in the morning.
