It is not normal. My 15 had the same delaminating thing going on. My car has almost 30K miles and the windshield was getting quite a few small pock marks. When I was at the dealer to get my air bags re-flashed I had the warranty supervisor look at it and he said replace it. It took about a week for them to get a new windshield. They had a glass company come in and do the replacement with the genuine GM windshield. It took about 2 hours and it looks perfect with no leaks and the heads up display is still the same. I am happy since now I have a brand new unblemished windshield. The dealer was Camp Chevrolet in Spokane, Wa.
UPDATE.
Still not wanting anyone ripping a windshield out of my brand new car. Here's what I did and it blends in very well. Bought a $6 roll of gloss black, self adhesive pinstriping from a local car parts store (yes the crap your grandfather had on his Cadillac).
Used the small 1/16th inch side to run across my windshield, butting it right up to the factory molding. This was supposed to be a test, but worked out perfectly as the gloss black blended in very well witH my black glass portion. Plus this way, I'll know if the air pockets are growing in size, indicating a real problem as they are 100% covered now.
For those who suffer from this issue, give this a try.

Make sure they mask off your A-Pillars before they install the new windshield so they don't get touched during windshield install.
...or better yet, mask them off yourself.
^^^ That's funny. No worries. Problem is solved. Just hope it's only a cosmetic issue and I won't have to replace the glass because tiny bubbles become medium bubbles
