Same idea, yes - it's all about technique, though.
I had my TB done by JJFormato (another vendor here), and they (JJF and Ben) do differ in what is removed/left as far as steps, etc.
Every porter has their own method - it comes down to what you think is best. So long as a shop has a good reputation, you can't really go wrong. I can't say that I've heard of this company advertising on eBay though.

Tune it while you wait. The TB will does not necessitate a tune.
Only a very minute amount of air - it has more to do with reducing turbulence; not like going to a larger TB. More than anything, it allows for far better throttle response.
If you're dead-set on waiting, that's no problem at all. But you won't gain anything (or lose anything) from tuning before the TB. Now, if you were talking about a ported manifold as well, that's a different story.
