Same idea, yes - it's all about technique, though.
I had my TB done by JJFormato (another vendor here), and they (JJF and Ben) do differ in what is removed/left as far as steps, etc.
Every porter has their own method - it comes down to what you think is best. So long as a shop has a good reputation, you can't really go wrong. I can't say that I've heard of this company advertising on eBay though.

The real 'issue' comes down to two things:
1) Taking off too much, or
2) Taking off too little.
#1 can cause a lot of problems with tuning, surging, etc.
#2 just empties your wallet and makes you feel better while not doing anything.
I will say that I've seen Ben's and it's well-done, as I'm sure the others here will agree.

Do you have anything else in life that you could do while you wait? Maybe a wife or girlfriend that would like more attention? Maybe a dog waiting to play fetch? Friends that want to grab a slice of pizza and a beer? Something? Anything????

Only a very minute amount of air - it has more to do with reducing turbulence; not like going to a larger TB. More than anything, it allows for far better throttle response.
If you're dead-set on waiting, that's no problem at all. But you won't gain anything (or lose anything) from tuning before the TB. Now, if you were talking about a ported manifold as well, that's a different story.
