No WiFi is involved in OTA updates. Neither is an OnStar sub required.
GM communicates with our cars via "connected services" which utilizes cellular tech. They push updates OTA to anywhere there is cell reception.
Not proven, but it is thought GM does updates in batches of VIN's. So just be patient if you haven't got a notification yet.
Do you have a link to any GM documentation saying the update is done over the cellular signal only? The reason I said what I described, was that in the GM's Corvette Reference Guide file, it stated the following:
OVER-THE-AIR SOFTWARE UPDATES The infotainment system can download and install vehicle software updates through the vehicle’s 4G LTE Wi-Fi hotspot, if active, or a secured Wi-Fi hotspot. The system will prompt for certain updates to be downloaded and installed
Also, in the owner's manual the software update was mentioned in the section of OnStar, saying that once you agreed to OnStar, GM will or can send software updates without telling the car owner. So these lead me to believe that we will need either WiFi, cellular, or OnStar signal to get the update, at least WiFi should be one of the valid options.
When I manually did the update checking and install, my car was parked inside garage and the OnStar signal was blocked (the info display also showed OnStar was not connected), and I connected my car's WiFi reception to my home wifi network, and got the update done. This experience matches what's being described in the Corvette Reference Guide that using WiFi.
Question, can this be done over the air, or do I need to leave/take my car to my local dealer ?
If over the air, has anyone posted a youtube video of how to do ?
You don't need YouTube video to tell you this, as this is pretty simple, very similar to how you update your mobile phone.... on the Infotainment display, you select Settings > and then select Systems > select Vehicle Software > select Updates, and it will start the update check, and install it for you. Notice that during the install process, it will actually shutdown the whole system once and you will need to restart it (turning on the power but not the engine).

OK, cancel my above post.
I Had not driven the car for around a week due to rain and bad weather, but just started her up this evening and got a message that an update is available on the center display without doing anything. The message popped up on its own announcing the update without me looking for it.
So apparently the notification of it is automatic (?)
Anyway, I did NOT have my car near my house WiFi and I just pressed the screen to start the update ( after it asked if I wanted to do it now) and in less than 5 mins later it stated that the download was successful.
I have no idea how it was transmitted, either thru the onStar, or some cell network or other method, but regardless I did get the big green check mark ✅ on my center screen and it stated that it was successfully completed.
Hope that helps.

excellent, got it, and it’s now done and completed.
Thank you for the clarification of what/how to do.

OK.
In my post I was trying to counter the false assertion/assumption that WiFi is the ONLY way to get vehicle updates. And also counter the false assumption that some people have that OnStar is needed,
I have received 4 updates to date and NOT ONE has been over the internet. In every case they were pushed to my car via "connected services" for which GM uses cellular technology. I do not have OnStar.

My HTC was built mid September, I took delivery on 9/30. To date, I have never seen any notification of any software update. Strange!
There are a couple of unknowns in the process:
There is a delay between updated software being loaded at the factory and getting an update patch tested and ready to send OTA. It's possible that your car is up to date already.
The second unknown is that it appears that GM may push updates in batches of VIN's rather than to every car at once. Every time we have seen delays of several days between the first owner getting one to the last. This could also be the case with the latest update and your car.
If your car continues to show "no updates available" after a few more days, then you can assume it's up to date.
Another possibility is that your car has been set to receive updates automatically in the background. I'm not sure what, if any, notification the owner gets in this case. You can go into "settings" and check.

Did you take the OnStar free trial? I am thinking about not even activating OnStar when I pick up my car. I don’t mind agreeing to “connected services” from GM but I’m wondering if I have to have initially signed up with OnStar for that to work.

All cars are monitored via "connected services" regardless. There is no agreement. In my case the salesman connected me to an OnStar agent at pickup time, and I declined to give a CC #, so just got the basic 1 month free.
No OnStar needed. GM wants to be connected to our cars to remind us of any problems and service needs. I did set up a "MyChevrolet" account online.

Although I have received and installed every update so far this one came in today and finished by saying update failed. See your dealer. My car was built in March.
Well after posting #28 above, I started my HTC today and got a message there was a software update to apply. It asked me if I wanted to download it. I said yes. It downloaded then asked if I wanted to install it. Again I said yes. After a few minutes i got a message that the update failed and I should see my dealer. I didn’t have a pen to note the number of the update so now I don’t have a clue what update didn’t work. Anyone know how I can see what update I’m missing, or see a history of what has been applied or not applied? I’m an old IT software guy and I think this process needs some polish.
I took mine out for a short drive today and it notified me that I had an update available. Downloaded and then said to install it. Said I had to shut off the engine to do the install. I shut off the engine and left the car for about 10 minutes. When I came back and started it, it said the update was completed successfully.
I checked before I went on my drive apx 1.5 hours ago (did see this thread) and nothing OTA or via manually checking via hot spot network. No notification to download either.
I was expecting it to be available today because others had it applied yesterday.
