The OTA updates can affect different areas of the vehicle. The DCM usually turns on after the vehicle is shut down for more than a couple of hours. Then depending on the update, the software starts downloading, then the DCM shuts off. Toyota had some problems with the DCM staying on after the updates downloaded, so the cars batteries were going dead. Toyota fixed it with a software update via the dealerships. I believe they cracked the ECU, but it looks like no power is to be had with just a tune. They said GM maxed out the tune and it was perfect from the factory. And yes, GM will be able to tell if a tune has been done. Warranty will be voided.

They are being very secretive about what they can accomplish. We suspect that this is because they can’t really do ALL that much yet.

Probably they're just talking to the big companies. Here Whipple says they are using them for their new global B SUV kits, which mentions the C8 as having the same challenges.
