I just measured and the ground clearance to the bottom portion of the lowest part of the front splitter is 5" when the car lift is down.

my finding as well even without lift and no collarsneeded they won't lower coilovers
not sure why

That is not correct.

I spoke with Cicio today and received the attached email, you do not want to cut the bump stops on the Z06. The image you posted is for the Stingray.

So very simple install of these Cicio Performance front lowering collars for the Z06 - no cutting or modifications whatsoever.

So I just want to make sure I understand how this works as I just ordered my Z06 with front lift.

All I need is to buy these for the front and then have the dealer lower it on the existing adjustable coil overs?

Yes exactly, as long as your dealer will do the install. Many will not so you will need to go to a local speed/mod shop.

There are no good spacer options on the market right now for the Z06. Paragon should have theirs ready in a couple of weeks. Can't wait!

Is there nothing from these guys that would work?

I have used them on multiple vehicles and have always been very happy with the quality.

So apparently a bulletin went out to service centers that there’s an issue with lowering collars creating hydraulic leaks leading to actuator lift failure, and that any car with collars voids the lift warranty. Apparently this is a recurring issue with these collars.

from the limited research I have seen it looks like people who reuse the crush washer to reinstall the hydraulic line have a leaking issue which drys the pump and causes the pump to fail. When I install I will order the proper new washers and hope for the best.

That's actually not accurate. They can be had with a shim that limits them to 3/8 but they redesgned the collars to fit around the weld marks so you can get the full drop. The line in question is the lift line and it gets very tight with the wheel hub off the ground even with a washer for a spacer. Once the wheel is on the ground, it's not an issue. The bracket cannot be bent or adjusted because the bracket is also is the attachment point for the brake lines that are hard on one side.

I didn't order special washers for mine as mentioned and suggested above and so far so leaks and perfect front lift. I've only put on about 1k miles with this setup but all is good!
