BREAKING: IL To Introduce Assault Weapons Ban Bill
Posted on January 1, 2013 by Robert Farago
Press release:
“The ISRA has learned from a credible source that Illinois Senate President John Cullerton [above] will introduce a so called ‘assault weapons’ ban on Wednesday when the legislature returns for its ‘lame duck’ session. Cullerton hopes to ramrod the bill through and get it to Governor Quinn for signature by Friday. If he is successful at doing so, nearly every gun you currently own will be banned and will be subject to confiscation by the Illinois State Police . . .
“Based on what we know about Cullerton’s bill, firearms that would be banned include all semiautomatic rifles, pistols, and shotguns. Pump action shotguns would be banned as well. This would be a very comprehensive ban that would include not only so-called ‘assault weapons’ but also such classics as M1 Garands and 1911-based pistols. There would be no exemptions and no grandfathering. You would have a very short window to turn in your guns to the State Police to avoid prosecution.”
TTAG’s sources tell us there will be two bills: one for semi-automatic rifles, lever guns, shotguns and handguns with certain features (e.g., threaded barrels); and one for ammunition magazine capacity.
Mags would be limited to 10 rounds and owners of existing magazines holding more than 10 rounds would have to register them with the state police.
One [non-ISRA] gun guy on the front lines in the Land of Lincoln tells TTAG that the odds of the bills going through are 50 – 50. He advises gun owners both in and out of state to call Senate President Cullerton at 217 782 2000 and/or find another legislator to pester at ilga.gov.
“If gun owners around the country melt the phone lines in the next three days we can push this thing back . . . that would be a tremendous morale boost ahead of federal legislation.”
"We have been notified that the gun ban bills are expanding.
Not only are they going after semi-autos and magazines, but they are going after ranges and shutting down shoots like the Aurora Sportsman’s Club Zombie shoot.
Sources say the new bills would require any range open to the public to be run by an FFL. That they would be licensed under unlimited rules and regulations by the State Police. If you say what the Governor did under his AV of SB-681, you can imagine what kind of rules/standards he would put in place to run a range.
So ACS’s zombie shoot is open to people beyond the club’s membership, thus the shoot would be closed except to club members, certainly limiting the event. If not almost ending it. It would also seem to end those open range days where ne members are recruited.
This would also seem to be a result of the Ezell lawsuit as there would be no need for them to try to shift the regulation from locals to the state unless they thought Ezell was gonna be a losing on the second go around.
And the bill reverses changes that allow non FOID card holders to experience firearms safety training that has live fire components with it.
The gun ban now also attacks pump action rifles.
I won’t go into a lot of detail and I will ask that when the bills are made public that we not dissect every line and explain them to the antis as they will only try to build a better mouse trap. There are some doosies I have found that just make me laugh and then cry with the utter stupidity of these. I will look forward to testifying against these.
But as I have said, we don’t need to do their work for them. Thanks God they are not gun geeks.
And make more calls to your Senators.
pass this along to all your friends and gun clubs."

It’s URGENT.
It’s a very dynamic time in the Illinois General Assembly and the dynamic is swinging against gun owners’ rights. This is why you MUST call right now on these new bills which would ban modern firearms, magazines and regulate shooting ranges out of existence.
The NRA’s point-man in Springfield, Todd Vandermyde says it may be as high as a 50-50 chance that one or more of these anti-gun bills may be rammed through. Senator John Cullerton, the president of the Illinois Senate, feels the time is right for a comprehensive gun ban here in Illinois. This would include all semi-automatic firearms and pump action rifles and shotguns.
This is a “turn them in or go to jail” bill. There’s no grandfathering or exemptions. Everything from America’s favorite rifle down to your deer-slug Remington 870 would be banned. Your Colt 1911 would be banned, too.
Repeating: ALL SEMI-AUTOS would be banned. As would pump action rifles and shotguns.
Also, as we mentioned, the dynamic is changing rapidly.
Anti-gun forces are tossing everything and the kitchen sink into these proposals which will be slipped into an existing shell bill and rammed through, potentially in the dead of night just as Illinois passed the 67% income tax increase in the last few hours of the previous session.
Among the other proposals being floated, according to Vandermyde:
* Any range open to the public would have to be run by a federally licensed firearm dealer – and they would be licensed and regulated ad nauseum by the Illinois State Police. Also, the range would be open ONLY to club members, period.
* A separate magazine ban bill is also being floated which would ban all mags over 10 rounds. Rumor has it this is the true goal as Chicago Democrats spread out the gun defense as thin as possible with this talk of banning all modern firearms.
* Repeal of the FOID Act provision which allows non-FOID holders to attend firearm training in Illinois.
Don’t get angry. Do something.
Call your state representative and senator to express your displeasure with these proposals.
Tell them:
* No GUN BANS.
* No new gun laws.
* No magazine bans.

There is a shooting range bill that would essentially shut down most recreational shooting in the state, and bring the remainder under strict regulation.
There is a magazine ban. The grandfathering is practically non-existent for existing magazines. Transfer is not possible except to an heir or out of state. Magazines must be registered to be legal.
There is a lost & stolen requirement for magazines. Do you know where all your magazines are? I don’t. I haven’t even counted. Why? Because it’s a box with a spring.
The assault weapons ban is charitably worse than Feinstein’s. Basically if it’s not grandpa’s deer rifle, it’s pretty much illegal. It will outlaw just about all popular semi-automatic firearms.
What about .50BMG? Can’t have those either. Grandfathering is as non-existent as it is for magazines. Registration is required for them to be legal, only transferrable to heirs or out of state.
The anti-gun folks in Illinois also seem to believe the only legitimate sport shooting is Olympic shooting. The rest of us who do other shooting sports, sanction by NRA, USPSA, or IDPA can get bent, apparently.
So if you’re in Illinois, get calling. Get your friend to call too.
Know an old guy that has an M1 Carbine or two he thinks are safe? Get him involved too, because the M1 could be affected.
We have to stop them here. It was inevitable that the Chicago machine would lash out after losing so badly in Court, but we have to stop them here.
Illinois gun owners are now at the front line of the first battle in what’s going to be an awful, multi-year war.
The goal here is to throw everything at us, wear us down, and keep wearing us down until we capitulate; until people are so tired of calling and writing, that we stop doing it. Are we going to let them do that to us? We have to stop each and every one of these."
These are the two bills to watch for now.
Ignore current contents and keep your eye on Amendments as they come online.

URGENT: Illinois Senate Expected to Vote on Gun and Magazine Ban as Early as This Afternoon
If you own a semi-automatic firearm or detachable magazine, they may be banned and you could become a felon unless you act NOW
As the Illinois Senate convenes this afternoon for its Lame Duck session, anti-gun legislators led by Senate President John Cullerton and backed by Governor Patrick Quinn (D) are deceptively trying to sneak through a sweeping draconian gun and magazine ban in Springfield. In their last days as lawmakers (some were defeated for reelection and others retiring), these legislators are attempting to quietly trample on the rights of all law-abiding gun owners in Illinois. The many restrictions contained in this legislation are subject to changes, however, this latest attack on your Second Amendment rights as currently drafted would turn law-abiding owners into felons for possession of nearly all common semi-automatic firearms or detachable magazines. Not only would such a ban include classic firearms like the 1911 and common handguns like Glocks, this ban would also outlaw common hunting guns like the Ruger 10/22 and Remington 740 series.
It is imperative that you contact your state Senator IMMEDIATELY to express your opposition and continue to do so every day this week. The Lame Duck session starts today and ends on January 9, so this legislation will be moving at lightning speed in both the Senate and House, with very little time to spare. At this time, it is rumored that both the semi-auto and magazine ban bills will be sent to the Executive Committee this afternoon. Please contact those members (listed below) as well as your state Senator. Your telephone calls will determine the outcome of this assault on your Second Amendment rights.
Anti-gun politicians are attempting to sacrifice your constitutional rights as a scapegoat for the criminal acts of lunatics and violence in Chicago by gangs and drug dealers. Don't let them succeed in banning your firearms or magazines as an excuse for stopping criminals from misusing them. Criminals -- by definition -- violate laws, especially gun control laws, including often: murder, rape, robbery, drug-dealing, gang violence, firearm theft, carrying concealed firearms without a license/permit, federal gun-free school zones. They do not obey gun bans, register their firearms, or get subjected to any gun control schemes (like the lone state ban on carrying concealed firearms for self-defense) that only affect and penalize law-abiding citizens like you.
The NRA-ILA will continue to send legislative updates as details become available. However, it is of the utmost importance that you act NOW to stop this gun and magazine ban. Call your state Senator and members of the Executive Committee IMMEDIATELY and express your opposition to banning firearms or magazines.

SENATE COMMITTEE APPROVES BILLS TO RUN RANGES OUT OF BUSINESS AND BAN 80% OF YOUR GUNS
MESSAGE FROM COMMITTEE DEMOCRATS: “Eliminating law-abiding gun owners is a good ‘first step’ towards a ‘civil society.’”
Votes on HB815 and HB1263 were split along party lines in the Senate Public Health Committee Wednesday night with the committee Democrats voting 6-4 and 6-3 to send the bills to the full senate. If these two bills become law, they will resulting most, if not all ranges in the state going out of business as well as the banning of ALL semiautomatic rifles, pistols and shotguns as well as banning all pump shotguns and rifles.
In comments made during testimony, committee Democrats stated plainly that HB815 and HB1263 were “first steps” and that these bills have as their objective the creation of a “more civil society.” In other words, elimination of lawful gun owners is a required first step for creating a more civil society. Of course, there was no mention of the impact of eliminating criminals.
HERE IS WHAT YOU NEED TO DO ON THURSDAY:
1. Call Senator Dave Syverson at (217) 782-5413 and tell him “THANK YOU” for supporting lawful gun owners by voting “NO” on HB815 and HB1263.
2. Call Senator Shane Cultra at (217) 782-6597 and tell him “THANK YOU” for supporting lawful gun owners by voting “NO” on HB815 and HB1263.
3. Call Senator Christine Johnson at (217) 782-1977 and tell her “THANK YOU” for supporting lawful gun owners by voting “NO” on HB815 and HB1263.
4. Call Senator Carole Pankau at (217) 782-9463 and tell her “THANK YOU” for supporting lawful gun owners by voting “NO” on HB815 and HB1263.
It is very important that you praise these Senators for their support.
The ringleader of the effort to shut down shooting ranges and take your guns away from you is Senator Dan Kotowski. You may wish to call him at (217) 782-3875 and politely explain to him that, as a law-abiding gun owner, you do not appreciate being treated like a criminal and that you oppose any efforts to regulate shooting ranges, ban semiautomatic firearms, or ban standard capacity magazines.
URGENT ALERT – BAN ON GUN RANGES AND BAN ON ALL SEMIAUTOMATIC FIREARMS ON THE MOVE IN THE ILLINOIS SENATE
YOUR IMMEDIATE ACTION REQUIRED
A pair of nightmare bills is on the move at this moment in the Illinois Senate.
These two bills would:
1. Run all gun ranges out of business by imposing heavy fees, imposing special staffing requirements, warrantless searches of ranges and customers, unlimited unannounced “inspections.”
2. Ban all semi-automatic rifles, pistols, and shotguns as well as pump action shotguns.
Here are direct links to the two bills:
http://www.ilga.gov/legislation/full...ID=11&Session=
and
http://www.ilga.gov/legislation/full...ID=11&Session=
EITHER OF THESE TWO BILLS WOULD END YOUR GUN RIGHTS ENTIRELY
HERE IS WHAT YOU NEED TO DO TO PROTECT YOUR GUN RIGHTS.
1. Follow the instructions below and contact your Illinois State Senator. Politely tell your senator that you are a law-abiding gun owner and you want them to vote AGAINST HB815 and HB1263. CALL NOW!
2. Pass this information on to your gun owning friends and family, tell them to call as well.
3. Post this alert to all Internet blogs and bulletin boards to which you belong.

One measure would ban the sale of semiautomatic handguns and rifles. People who currently own such weapons could keep them, but would have to register them.
The second proposal would limit ammunition magazines to 10 or fewer rounds. Sen. Dan Kotowski, the bill's sponsor, says he wants to concentrate on the high-capacity magazines because they make assault weapons more lethal.
Democrats are pushing the gun restrictions in the wake of the school massacre in Connecticut last month.
While National Rifle Association lobbyist Todd Vandermyde says the bills treat law-abiding gun owners like criminals, Kotowski contends those gun owners have nothing to worry about.
The bills now go to the full Senate.
“This will ban every semi-automatic handgun that accepts a magazine”
The ban would cause some of the nearly 60 gun manufacturers located in Illinois to move to other states.
Chicago Mayor Rahm Emanuel, a vocal gun control advocate, applauded the committee for its action on the bills.
"I commend the members of the Public Health Committee of the Illinois Senate for approving gun-control legislation that restricts high-capacity magazines and assault weapons designed for battlefields and not America's streets," Emanuel said in a press release. "In order to protect our children, our families and our communities, we need common-sense laws that provide the residents of our cities with the safety they deserve."
Illl. Gov. Pat Quinn has released a statement regarding the Illinois Senate Public Health Committee to ban assault weapons and high-capacity ammunition magazines in Illinois.
According to Gov. Quinn's office, Quinn released the following statement:
"I am very pleased to see the Senate's Public Health Committee take this important step today to ban assault weapons and high-capacity ammunition magazines in Illinois.
"Following the horrific Aurora, Colorado movie theater massacre that left 12 dead, I proposed a statewide ban on assault weapons and high-capacity ammunition magazines to best protect the people of Illinois.
"As I have repeatedly made clear, there is no place in Illinois for weapons designed to rapidly fire at human targets at close range. Today's vote is a good sign that we are making progress as we continue to build a majority in the General Assembly.
"I want to thank Senator Tony Munoz, Senator Dan Kotowski and Senator William Delgado for their leadership and partnership to get this done. I urge the Senate to take up this matter quickly."
The proposed ban on high-capacity magazines would outlaw clips that carry more than 10 rounds. The bill's sponsor State Sen. Dan Kotowski (D-Park Ridge) said: "Our children's lives are at risk."
State Sen. Kwame Raoul (D-Chicago) doesn't know whether there will be enough votes in the State Senate to pass the assault weapons ban: "It's one of those lame-duck roll calls where you don't know what is going to happen."

Have a feeling I'd better get online and order the ccw I have been thinking about and just buy. Not going to wait around nor have time to find and try out at the range. Gun I want keeps selling out before I can find locally. Hate this state. They will set the basis for other states to review and possibly get momentum is my fear.
Maybe I should have stayed a LEO, that was one of the main perks, carried everywhere, now it breaks the law to protect myself.....

File a House Committee witness slip online
SPRINGFIELD - This spring, the Illinois House launched a new venue for citizens to participate in the legislative process by filing witness slips online. During committee hearings is the only time public opinion is openly incorporated into the Illinois House's decision-making. At that time, public testimony on a particular piece of legislation is allowed. During the hearing on legislation, the committee chairman commonly reads the list of witnesses that have filed slips for or against the proposal.
The Illinois House's new public interaction via the internet allows citizens over age 13 to file witness slips online and provides a way for virtual participation in the House proceedings. The forms are considered official state documentation and information included should be verifiable.
Fill out and then submit the form provided for the particular bill online.

I despise IL laws, government and taxes.

"As reported by capitolfax on their blog from the senate dems. . .
It is clear that we will need bipartisan support in order to take floor votes on gun safety and marriage equality this week. We will take some time to work on these important issues to advance them in the near future.
The executive committee has been delayed, but we still intend to hold a hearing on marriage equality shortly.
Pour the coal to it boys and girls, pour the coal to it.. . . "

Fox News political editor Mike Flannery just tweeted that Senate President John Cullerton's spokesman says even though the Democrats have a healthy majority in the Senate, without Republican votes, they're unable to get gay marriage or assault weapon ban passed.
Is it possible that Downstate Democrats end up defeating the Chicago Liberals' plans?
... Gun-rights supporters estimated that the legislation banning military-styled guns and the ammunition that feeds them is perhaps three or four votes shy of the necessary 30-vote threshold to pass either one, despite a heavy lobbying push from Mayor Rahm Emanuel and Gov. Pat Quinn.
But state Sen. Dan Kotowski (D-Park Ridge), chief Senate sponsor of the ammunition bill, told the Chicago Sun-Times that Schoenberg’s absence, as well as the absence of state Sen. James Meeks (D-Chicago), left him short of the support he needed to pass the ammunition bill on the Senate floor.
Democrats pull plug on gun, ammo bans

Great news Bob,thanks for posting.

The Gun Lobby in this County (and IL) is VERY strong, strong enough to stay off the flaming piece of chit liberals who run this corrupt state.
Don't get me wrong, we have to take the fight to those who want to violate our 2nd Amendment rights. But they are not strong enough to make this happen, and even if it passes anytime in the next year or so, there would be immediate lawsuits filed by the Pro-Gun Lobby, that would tie this stuff up, and ultimately DEFEAT any Draconian Gun Laws the left wants to impose on both Illinois and the Country.
