I happen to be in Northern California right now. I travel a lot. If I did know know, most of the major event people across the country I would have not received this. The San Diego Fleet Week Foundation and General Racing Ltd. have joined forces to return vintage racing to the base runways and taxiways of Naval Air Station North Island in beautiful Coronado, CA.
The Vintage Auto Races will be held on Coronado Island (San Diego CA) October 8 & 19, 8:00 a.m.-4 p.m. These vintage race cars are chosen to compete on the basis of their historical significance and certified authenticity. The Speed Festival is hosted by the Navy Region Southwest and the Morale, Welfare and Recreation Program. MWR retains revenue generated by tickets sold to the Military and a percentage of the overall revenue generated by the event.

Currently, no other region stretches from Mexico to Canada. The majority of viewers tend to look at events or topics that apply to the areas around where they live. If members are interested in other areas, they are just a click away.
What possible harm can there be in dividing the section?

You would probably agree that even if someone comes to the forum and gets information regarding regional events their views on Forum design can't be considered unless they are willing to join the Forum? As I write the number of members is approximately 50% of the total browsers looking at some page on the website(1200 out of 2400). The most users ever on the website at any one time was 5187. Even if you assume that 75% of that number were members that means that maybe as many as 3500 members were on the site at any one time -- less than 5% of the total number of people who have ever signed up for this Forum (97,531).
Using the "quorum" analogy, the Forum would be hard pressed to make any decision, if it put things to a contemporaneous vote, if it needed to have more than 2000 members available to vote. Even if it opened voting for a period of time it would have difficulty if it had to collect 10,000 unique pro and con votes. And that is for all Forum members world wide.
Yes, the West Coast is a populous reqion -- say 20%. So 20% of the Forum members could be about 19,000. But of this number it is not clear that more than 10% are more than casual users and have no interest in policy decisions of the Forum. That makes the number of persons likely to care at all about how the Forum conducts its business with respect to the Pacific region certainly less than 2000. Of this 2000 it is unlikely (given the information about maximum users and member to guest ratios) that more than 250 of the 1200 current users are from the Pacific region.
All of this is a long way of saying that 200 votes from the Pacific region may well be as good a result as one could expect.
