Hi Tooch,
The cable and it's sheath are really pretty stiff. Plus I'd think the clip that holds the sheath/cable in the center of the hood adds some stability too.
Looking at the latches and cables with the hood open I'm not surprised to see the set up on my 71 cycle both latches, BUT, I could understand it not doing that with the hood closed…. especially if the left side latch is 'jammed' in some way.

I would think the tool and it's instruction sheet would have to have changed after 72 because the tool is being inserted from a few inches further back so would need a longer 'reach'.

If the hood release cable breaks so you need to operate both latches manually, I could see it being done by one person using the tool on the passenger latch while a second person pushes down on the hood over the driver's side latch. That way there would be no friction on the driver's latch and the latch-to-latch cable would be stiff enough to operate both.

However, on my '71 with a very old latch-to-latch cable the cable is not stiff enough anymore. I need to hold the cable while moving the passenger latch to make both move.

That may be the reason GM added a second knock-out plug on the driver's side on later cars.

I have a original 73 and original owner. There is a plug on both sides
on my coupe. You can reach through the drivers side to push the release
for that side and also one on the passenger side.
In this photo, you can see the passenger plug behind the male latch
and the one on the driver's side is just to the right and a little above the male latch.

FYI,
I ordered the plug for my missing one on my 73 from Corvette Central. They come in pairs and were only $ 2.95. But, when I received them today they weren't even close to the correct size for my car. Might just check at the local auto parts store for one. Or EBay! I believe it is the same type plug used to plug above the clutch shaft on the firewall in earlier vettes.
Not even worth sending back. Shipping was twice as much as the part...... However,I did drop them an email with photos showing the difference in size.
Not sure if it's different with other vendors? Maybe the Doc' s would be correct, but he has a $ 20.00 minimum order requirement.

I received the same wrong size from them too. Ordered assortment of
plugs and the ones that were suppose to be for the firewall were too small.
They fit the holes in the floor not the firewall.

Clearly on my hood the cross cable is not stiff enough to activate the LH latch, even with the hood open. BTW there was a change in late 69 to both the right hand post and latch. I currently have a 70 hood on my 69. See this thread for a tortured discussion!
