Regarding the t top roof locating wedge inner mount base. When I loosen the screws the mount base under the body is loose, all I know is that thing falls that’s going to be a royal pain to put it back up there. So my question is is that base in a cage where it will not fall?

It 'might' fall.
If a lot of pressure has been put on the cage by trying to get a rusty triangular stud out of the threaded plate, the cage may have been damaged…. allowing the plate to drop.

I`ve heard people say theirs dropped.... so I used a long bolt to eliminate the possibility. Take one bolt out, put your long one in, then take out the other. It didn`t interfere with painting at all.
if it falls it will go to a very hard spot to get at , but it can be done . If you pull the trim off you can visual to see if there's any damage to avoid the frustration of picking it out .
Also if you have snapped off the bolts in the steel block it is possible to cut open the "retaining area" and remove the block to fix .
As someone stated above, use another bolt in the in the hole, or a piece of threaded rod to be sure that it will not drop. I had the bolts on one side come out easy and the driver side were so rusted that I ruined the caging of the caged nut plate, and it would have dropped if I had not used another bolt to hold it. Lou.
