Okay, here come the silly questions . . .
Found this in my glove box. Plastic part with matching piece of insulation.
Anyone know what it is and where it goes?

Melting Slicks
It goes between the steering column floor bracket and the floorboard. The holes line up with the two bolts that hold the bracket to the floor and the cutout encircles half of the column and I believe the small cutouts accept the two rubber plugs that hold or help hold the carpet down.

Probably won't help but it's upside down in your picture there.
Two plugs holding the thin in are tucked under the edge of the fuse panel and over towards the go pedal
The two slots in it just clear the two plugs holding the carpet

You can half see it in the background of this picture, the plug over on the right is one of the two really holding it

I tore through 3 of them (good thing I bought a few extra). Going to hold off to see if anyone has any suggestions. I don't want to destroy all of them.

I've now got an old screwdriver with the tip cut off and rounded over a little (edges smoothed but still fairly flat on the end). A little grease (silicone spray or whatever I find first) and work the plug into the carpet sort of moving the screwdriver around in a circle rather than trying to straight push it in. That said, anywhere I can reach the back side of the plug from under the car I'll try grabbing the end with some pliers and pulling it the rest of the way

I'll try and fabricate a tool as you did. Hopefully that will work. No wonder I found that trim piece laying in the glove box!

Drifting
I used a large Allen Wrench that has is flat on the same plugs for the rear vertical panel next to the courtesy light on my 73 vert. When I replaced the carpet on my car, I never saw that plate, I will assume that Bubba decided it was an unnecessary part.

I used a cheapy screwdriver, cut the tip off, and ground the end blunt. It worked for three of the plugs. The fourth, closest to the console, is a struggle. I was cursing so loud in the garage, I'm sure my neighbors think I'm a domestic abuser. It's been a few days, and I have one good plug left. I'll reattempt after a nice cup of morning coffee.
