the horn relay closes when the horn button grounds and completes the coil circuit. pull the (black, i think) wire off the coil and ground the terminal that it was attached to. the coil should close and sound the horn. if it doesn't sound, suspect the relay. if it does sound, look to the horn contact switch (the round part under the horn button). remove the contact and ground the spring loaded button that you'll see. if it sounds, it's the contact that's bad. there's two steel plates in the contact that rust and prevent proper current flow and prevent the circuit to ground. you can repair the switch by carefully knocking out the three nylon rivets, dis-assembling the contact, wire brushing the plates and reassembling. but, if the horn doesn't sound when you ground the spring contact button, there's an open wire between the horn relay and the horn contact.
Just wanted to know what the "problem" was. All the OP said was that "the horns tested good". So... what's the problem? horns on all the time...no horns...intermittant horns....horns come on when the radio is turned on???? Just asking for some [needed] information.
