Windshield wiper problems
So the driver side wiper is not secure at the base. More detailed, it is attached properly and very tight, but the round thing it is pushed on to moves enough that the wipers get caught as the driver side wiper starts to "slip" and not maintain its required leading position on the down-wipe. Hope this makes sense. How do I make the round thing (don't know what to call it) that the wiper arm attaches to not move on the post it is on. Hope all this makes sense.

I know the wiper system,...but what you wrote has got me lost.
You do know the arms can be adjusted????
I do not know where you have excessive play???

I think I know what you might be asking and MIGHT know the cause…. perhaps Dub can say yay or nay.
The wiper transmission shaft has a 'key'. You see it facing the camera in this picture.
The base of the wiper arm has a 'keyway' that positions and locks the wiper arm on to the wiper transmission shaft in a certain position. You see it to the left in this picture. The spring clip on the right secures the arm tightly on to the shaft.
Check these parts are your driverside wiper.
The other possibility might be that the whole transmission is properly bolted to the studs for it in the cowl. You can see the 3 nuts on the 3 studs in the last picture.

The silver thing you see in the first picture wants to rotate slightly. How do I secure it so it is the correct position, which I know where it should be. It just slightly loose and rotates such that the driver side wiper hits the passenger side wiper and they get stuck.
I understand the key. The assembly is correctly tight, except for the silver device that moves/rotates slightly on the shaft it is attached to.
In your picture, the silver device has ridges for the shaft it is attached to. In the 82, the silver device has no ridges and is simply pressed onto the shaft. Now it rotates slightly. Hence the problem.
Hope this is a better explanation.

what I am going to do is drill a very small diameter vertical hole that will cut into the post and the silver sleeve such that a "keyhole" is created. Then, cut a small diameter nail to fit into the hole so that it holds the sleeve in place to the post. Will JB weld it into place. Should not move then.

The silver splined shaft that you know your wiper arm attaches to. WHEN you hold your wiper arm...and THEN HOLD the metal arm just below it....is there ANY FREE-PLAY or movement (twisting) when you move the wiper arm and the metal arm in opposite directions????
I am NOT concerned about the long metal arm that goes to your wiper motor area...I am only concerned with the splined shaft and the metal arm (tab) below it NOT being solid with NO movement.
Doing what you plan may not be required with the drilling, JB weld, etc.

Shaft is solid. The splined shaft is just loose enough to allow it to move when the wipers are activated and then the driver side hits the passenger side wiper on the down stroke. So, last night I already did the drill/key/jbweld approach. After the 24 hour cure time, the entire assembly seems to be tight and working. Since we are having rains here in Houston, I drove my wife's Lexus to work, its the weekend, there will be more time for curing of the JBWeld to harden. Think problem solved.
