second, do you have a Factory service manual.

The IAC is the Idle Air Controller.
this could be the trouble, I suppose. But personally I would trouble shoot more precisely before just changing parts.
if the previous owner has changed things substantially, this could be difficult to trouble shoot over the net.

At idle, the throttle plates are completely closed on a EFI system of this type. The IAC or sometimes called a stepper motor opens a side port that allows bypass air that go's around the throttle plates. A defective IAC can cause a erratic idle. Or a high idle, or no idle.
perhaps the previous owner did something to crack the throttle plates open, like on a carburetor because he had a idle problem, rather than repair it correctly.
Getting information about what the previous owner did would be extremely helpful.

Try to verify that the throttle blades are completely closed at idle and that there is some slack, or freeplay in the throttle cable.
also, if you can get a reading on fuel pressure, this could be helpful. Car should be running 12-13 PSI between the throttle bodys.
the iac regulates idling and is controlled by the ECM. some people say you can clean the two iac, but that hardly helps. Buy 2 new ones at rockauto.com and you'll have peace of mind.

You also should test the water temp senor in Front of the motor. You have 2 of them. One an the driver side and one in the Front. The Front sensor is for the ECM

the car after an hour of walking heats up a lot to my legs inside where you put your feet on the ground it heats a lot I think the fan does not do its normal job
the Corvette always gets quite warm inside when driving. It's the same with me too. it is important that the water temperature is within the normal range.
