It looks like the button might be stuck in, see if you can get a screwdriver in between the plastic button and the metal switch frame and push it back towards the steering wheel,,,gently
The broken wire at the switch is just a ground path to the pump, so there is no power going through it anyways, just tape the end.
i tried. I stripped a wire and extended the connection from the blue wire but it won’t connect to the other wire end because there’s not enough copper.. something idk.
Tomorrow before work, pull the driver side outside head light bulb.
Remove the connector plug from the bulb.
There will be 3 wires on that plug.
A Black, A tan and A Lt.Green.
With head light switch pulled and the dimmer switch pushed in so there are NO lights on in-front check the tan wire for power.
The tan wire is Low Beam the Lt.Green wire is high beam.
Understand, checking if dimmer switch is sending power to low beams at the bulb.

Understood, are we going for the worlds longest corvette forum by the way?
Unfortunately i was in a rush and didn't take a picture but I can confirm i had power through the tan wire(s) with the headlights pulled back and the dimmer switch pushed (lights off) im assuming that the bulbs need replacing like you mentioned?

Sounds like bad bulbs.
There were 3 wires in that white plastic connector correct?
I took the windshield wiper motor out.. but it would function partially, the rotation did work though
The reason I ask if your wiper switch is working properly, both low and high speed there is a Huge difference in the cost of a repair.
If the switch was bad, and you already know the pivot bracket is broken for a replacement switch your looking at north of $375.00
If you want a NOS switch looking at $400.00 and higher if you can find one.
A replacement pivot bracket with a little machining, around $100.00
Just throwing some figures out there what you could expect.
Since you have now repaired the turn signal problem and you know what your headlight problem is this thread should be closed...
