Also, if you climb under the dash on the steering column you will see a couple switches.
One is dimmer switch left side. Press the spring loaded button where the red arrow is pointing, see if High Beams go out.

ps. yes i have the 1157 rear bulbs
ps.ps. i had my trans rebuilt and they ripped my center console off and it revealed a yellow and white wire that connected to a 3rd flasher relay.. i have no clue what it is for.
The yellow and white wires connected to that relay is for your Anti-Theft system.
That relay just pulses the anti-theft horn on/off.
If the anti-theft system works and that relay is bad the horn will just blow until system reset.

It looks like you have a tilt-telescopic steering column or T&T column. The 1977 is a 1 year only wiper switch both T&T column and standard column.
To me it looks like the pot metal pivot bracket has broken, it is the weak link in this design.
All is not lost, if the wiper switch portion of the switch functions, low speed, high speed the broken pivot bracket can be replaced.
GM used this style bracket on many different models, with a simple modification I can make a replacement bracket work to repair your switch.
Save you about $400-$500 for a NOS 77 wiper switch.

That broken Dk.Blue wire:
With ignition switch on, I bet you connect a short length of wire to the end and then touch the black wire (arrow pointing) your Washer Pump just may start...
Another bad design by GM in 1977...

Did you try crawling under the steering column left side and push the dimmer switch in to see if low beams come on?

Unfortunately im still at work.. its currently 9pm Central time and i get out at 11. I took a couple of pictures before i took off to work and posted this at work lol
when i get home ill look under that crammed hole, can I get a little more detailed image of what im looking for?

So i found a video explaining the dimmer switch so im assuming if i follow that thin loose (probably broken) metal stick ill find the dimmer switch..

See that round green round button? Your button may be a different color, all the same
Press the green button in, it may be stiff to press in but when you hear it click the lights should change from all 4 to just 2
There will be a metal rod in the very center hole of that button so make sure it remains there....

It looks like the button might be stuck in, see if you can get a screwdriver in between the plastic button and the metal switch frame and push it back towards the steering wheel,,,gently
