Yes, What year? Backup lamps should only have one filament in it. It is an 1156 bulb. 1156 and 1157 (two filament bulb for running light and brake light) cannot be interchanged as the little post on the lamp are staggered on the 1157. And backup lights will only have one wire going to it as on all the tail lights the housing is the ground (with a wire to the frame of course).

Strange also because there are 2 separate switches for those lights.... 1 on the transmission for the backups and then 1 on the brake pedal arm for the brake lights.
Some kind of screwy wiring glitch???

I just modded my 1971 so all 4 lights are brake lights (no backup lights at this time). I bought some used brake light housing that use the 1157 bulbs and the pig tail wiring to make them work, There has to be some funky wiring going on.

Somebody modded the lights (not that hard to do it’s 2 wires) and very easy to fix jusfind the other ends where they cut them and use good connectors you might want to look under the hood and see if the green and pink wires are hooked up in the plug or they will never work

When I modded mine I wanted both as turn signals as well. If just wiring the backup lamp to light up when the brakes are pressed you will not have the running light as I stated, backup lights only have one filament.
I modified mine to do that, then added separate LEDs below the bumper for the reverse lights. Do pairs of lights light when using the turn signals, or only the outside?
Here's what I did (left turn signal activated, with running lights on the right, and LED bulbs).
Can you get some photos from under the bumper? Either a PO spliced something in at the rear, or in the cabin.

Since you believe all the components to be original in configuration and installation:
I'd first then verify that the ground points for the rear harness are clean.
Each rear bulb assembly should have a ground wire attached to the rear frame rail.

For the 69 model year, GM bean counters discovered they could save a few pennies or nickels by getting rid of two of the C3 red tail lights by turning them into backup lights. This meant 69 and up C3s found themselves sharing the road with the late 60s and early 70s muscle cars. Back in the day, a favorite roadway sport was Corvette pushing. This is where somebody in a muscle car liked to find a Corvette and drive on their rear bumper....people like this I called "pushers." This tactic notched up over the nuisance level, when your Gordon Good Guy Corvette driver had to put on the brakes for a rail road track or street depression...then BANG. I belonged to a Corvette Club at the time and a large number of owners had been rear ended with this scenario. My 68, when I bought it, had been in two prior rear end accidents. One with me driving. So.......what to do...?
I converted my then 69 and now 70 over to 68 backup lights. I now have four red tail lights on my 70, thanks to using a 68 valance panel. Not to do a Bubba conversion, I did the transformation with a repro 68 brake/backup light harness. The only issue with a 68 taillight harness in a 70 is that the storage compartment light fixture needs those wires to be adapted to 68 wiring...very minor fix.
I notice that driving a Corvette today finds that "pushers" are not very common today. It's pretty rare for someone to hassles me driving a Corvette today. So maybe your completely safe driving your Corvette with the 69 and up taillights/backup lights.l
