I sus pect that people have been in the 11s with such a set-up. Vic'89 ran a 12.00 his first pass with his heads/cam 350 that still retained the TPI style intake.
That's tough, might through a radical cam, a true dual exhaust with headers with No cats, drag radials, sway bar removed, skinny's on front, high stall TC, Emmission stuff removed, A/C/heater removed, pulleys, Low gears, spare tire delete, ..............but still its tough. Fingers crossed.
11.81 at 114 MPH with 355 superram, 219 cam, headers, 3000 stall, 3.45 gears, dual exhaust, basically the same car as in my sig minus the 406 and ZZ-x cam.
11.91 on the old 350 with heavily ported 113 heads, TPIS 288/288HR12 cam, heavily ported SR, 58MMTB, 700R4 with Art Carr 3200 stall, 3.33 gears, slicks, skinnies, swaybar disconnect in '87 roadster. This was back in like '94, then started spraying it to 11.30's, but never could get a 10 sec timeslip.
If you are talking about modifying the orig. TPI and not replacing it with a different brand etc., I think you are going to have a hard time getting it into the 11's especially on a street car. JMHO
