Do you have a engine to get parts off? fasteners ,oil pan, timing cover ,pushrods, possibly roller lifters if in good cond etc.
If you have to buy new then the cost difference could blow out.
Otherwise you need cam , timing set , heads , oil pump.
Could get a different cam so you don't need 1.6 rockers that the Hot cam needs
I have an engine to take parts off of, but its in BAD shape. Burns oil, puffs a crapload of blue smoke on startup but runs well when you get on it. Cylinder 7 is low on compression by 30 psi too.

i dont know if you have tried to call some junkyards or craigslist to find an engine. it seems it would be much cheaper to get running. if you are in an automotive class then your instructor should be able to help you with rebuilding an engine. that one from year one seems like a decent enough deal. but $3000 is quite a bit of money.. have you called any machine shops at all?

I found a block locally that is bored/stroked for a 383 and he only wants 175 for it.

Otherwise, machine shops around here would bore each hole .030" for about 8 dollars a hole. Then I could have a 355, but I don't know how much of my stock rotating assembly could be salvaged/reused.

The only thing i am afraid of is adding the components
rotating assembly ~$800-1000
Roller Retrofit lifters ~$500
LT4 hotcam kit with 1.6rr ~$500
Then I have to add in all the pushrods, balancer, heads (~$600-just heads, and then the heads would have to be machined to accept higher lift which is already done on the year one crate engine).

I think in the end it may just be cheaper to buy the crate. Even though with this setup it would be a 383, I think the year one crate might still be a better deal.
