you are right Joe ! yes it blinks on the RUN position, on the ON position it does not blink
mine does not, 91. read in owners manual or fsm that it blinks if the PASS key is not read. maybe someone can verify that for us.
mine is off in "ON" and start and run.

Behind the IP Panel,disconnect the starter relay and i connected a jumper between "E" (Yellow) and "A" (Dark Green/White line) connectors and engine cranks !
I read that somebody opened the relay , soldered something and made it work
Not sure if this is safe, i'd rather replace the relay, i don't want to cut the wires and put them together as well

Thanks, found a Mitchell FSM for 91 GM cars. Wiring diagram shows starter enable relay and four wires, 2 Yellows, Black/Yellow stripe, and Yellow/Black stripe.
Is this located in the same spot on a 91 as the 87, and what wires would I jump. Both yellows go to ignition, Black/Yellow stripe goes to CCM, Yellow/Black stripe goes to clutch switch.
should conclude that it is NOT a VATS issue if fuel relay is on for the normal 2 secs.

not sure if yours has a CCM, don't think so.

I hate to ask: did you verify 12V at the purple wire leaving the neutral switch? If no voltage there WITH KEY TURNED TO START CK TERM E of the same switch, which is incoming yel/blk on 91.
No , didnt check it , but i think its good, i tried the selector on other than park
(while the starter relay was jumped) and it didnt start, plus its brand new
