You should be holding pressure after the engine shuts off. If it drops quickly theres a few places to check. The fuel line from pump to fuel line has been replaced so thats out. The fuel regulator may be punctured. Fuel injectors could be leaking but you would most likely flood out or see black smoke when starting. Have you taken apart the regulator at all? It has security torx screws but you can buy torx bits to get it apart.
With the regulator you can just pull the vacuum line off and see if there is fuel in the line. But I would consider checking the TPI sensor and make sure it is set correctly and smoothly moving up to 4 volts
You did not need to order one but if you don't know the age of the old one I would say a good idea since they are cheap. I bought a spectre pump and a separate gauge apperatus, but i looked by year and forgot about the pressure.
Mine is ok but can you safely blow through the lines backward as if your sock was deteriorated can plug the line. To get 22 2x it is like something is regulating it.

I've never taken a TPI FPR apart before but on a TBI engine, found the spring to be broken in 3 pieces and surprisingly the engine still ran. You could clamp the return line shut and recheck to see if fuel pressure improves.
Found this link and the TPI FPR spring is very robust as compared to one that you would find on a TBI vehicle so I would rule out what I had mentioned.

As stated it requires a security bit torx( I happened to already have them) but you have to get under the plenum also. take out the 7 screws or so and the flappy deal is right there. I had another one but mine was still good so I carefully tighten the screws litle bit at a time don't want to strip the delicate screws.
