I’ve seen a c4 with this perfectly round hole under it between the oil pan and the tranny pan

Normal on an 4A auto that hole is in the converter cover, if you had a leaking front pump seal you might expect drips. That's a very clean cover.

Yes, could you imagine if there wasn't a hole and a quart of atf filled that then got sprayed all over the exhaust when you started it up?

As mentioned totally normal and planned, it's to let any lost oil out. Also some people are not smart enough to avoid hitting deep puddles that would make a great well to hold water if it doesn't have a drain
