Well I don't think your done! I have a friend with an A4 and you don't hear the CL retracting or engaging. It's not supposed to after the recall. Afterall that's what they are doing is disabling the CL so it won't lock on you. If you hear it and your steering locks and your unable to turn the wheel after turning the car off. They didn't get it right. Most here don't plug the CL into the harness K once the harness is installed and the CL has retracted. My .02
Stock Man pretty much summed it up. If you follow Stock Man's advice and listen to Dan, who knows what he's talking about, (Don't get bogged down in all of the 'discussion' in this thread) you'll be better for it.
The issue was that the relay was not activating and thus the computer thought the column lock was still engaged. The column hasn't locked since the original service bulliten was performed 3 years ago! Once they replaced the relay, the sounds of the solenoid activating and deactivating when you turn on the key are back. BUT, the message is NOT. Also, the column still does not lock...
I got a call from General Motors and the Dealer asking if I was satisfied with the repair. I told them, I will have to wait and see. It was too early for me to know if it was truly fixed or not.
I appreciate everyones responses and hope that this thread will help someone else in the future. There were a lot of good ideas posted.

Ah, not so fast, grasshoppa!! As stated by the above gentleman (Quasar99, Stock Man, et-al..), it really sounds like you went one step forward and two steps back. Sounds like they replaced the stock CL motor assembly, which is now functioning again (for the sole edification of the BCM module), but will not lock the column due to the "reduced" diameter locking ring. So you really are still in the same boat you were in before all of this started. You'll only be o.k. as long as that new CL assembly continues to function. But as soon as it fails, you'll get the CL locked messages, and you won’t be going anywhere. Sounds like you STILL need to buy a CLB, or insist that GM install the Harness-K components. Or maybe this is all moot; sounds like you'll probably dump the car before that new CL assembly fails anyway..

This is the absolute worst feeling in the world...
If you have a manual get a CLB kit. If you have an auto, take it to your dealer and have the lock plate removed... But avoid this at all costs...It sucks!
Just a quick note: I had the message appear and it is now gone thanks to a new battery. Weak batteries cause all sorts of problems and this was one of them. I had a yellow top Duralast that came with the car -2003 Z06- when I bought it used 3 1/2 years ago. Since I moved up north I don't drive the car much and I've had to trickle charge it often which caused the battery to finally give out. I went with the Optima red top and got a killer deal at Advanced Auto parts. It's a $150 dollar battery but if you google "coupons for Advanced Auto parts" you will get coupon codes. You can then buy it online and pick it up at the store nearest you. I got $40 bucks off last night! Steal!! Good luck.
PS. Battery issues always reminds me of my dad when I was younger. I would replace everything in the electrical system to fix a problem and he would say, "did you clean your terminals first". 99% of the time that's all it was. So before you guys go crazy with these electrical gremlins, check your terminals and battery. Most of the time that's all it is.
OK, I read almost everything on this topic on here and Im still not seeing what I want to see to fix my vettes problem, I am lucky enough to own a triple black 99 vert 6sp., I had the same problem with the column lock issue, I took it to a private repair shop and they installed the column lock bypass harness, now every time I try to start the car the wait 10 seconds message comes on, so I pull the key and do so, after that it runs perfect, my mechanic say's there is no cure for that, Is he right or is the pull fuse# 25 the fix for this? and yes the car has had the recall done to it in 2004 and the dealer tells me its out of their hands completely. Any help on this would be greatly appreciated, Thanks, Bob
