This is my first post on the forum and I just wanted to say thanks to all of the great information in this thread.
I am a long, long time Cobra owner with a lot of storied and published history with the New Edge (99 and 01) versions. Last Thursday, my wife and I bought a one-owner, bone-stock Torch Red 2003 Z06 with 25k miles. Great looking car, great running car. I have been in and driven C5Z06s at VIR, CMP, RRR, etc over the past several years and loved them each and every time. Prior to buying the car from small dealership, I had the local GM dealership do an inspection (cost $160 and everything checked out great).
Fast forward to Friday.... less than 48 hours into ownership... literally the third time driving it. I go to leave work and get the "10 second wait" message on the dash. What the heck is that??? I pulled the key, put it back in and recranked the car. I get the "Service Column Lock" message. What the hell is that? Oh well, the car is running and the steering works fine. So I back out of the parking space and the car dies. I go to pull forward and the car dies. Well, you get the picture. A bright red Corvette stalling 10 times to get back into a parking space of a multi-deck parking garage of a Fortune 50 company. Yeah, I bet that looks great on camera for the security folks.
I call the dealership that checked out the car for me and asked what did they miss. They said nothing was there to indicate the SCL was going to occur. Of course, not knowing any better, I didn't believe them. I then asked how much it would be to fix. $500-600... are your freaking crazy! I commenced to going more ballistic. I just paid xxx for a car that need $600 worth of work!!!! I called my buddy that has owned a yellow C5Z06 for several years and he calmly explained (actually laughed at me to get me to calm down) to me that this is the single most common issue with Vettes since 97. I fully expect something like this out of Ford having been a Blue Bleeding Oval fan for all my life. However, I never suspected anything like this with GMs crown jewel Z06.
I came on here Friday night and found this thread and read the majority of the 51 pages as well as tons of other posts. From my reading, I could at least figure that the car had had the recall in the past that removed the locking ring. I could also assume it was the 1.5mph fuel shut-off that was stalling the car. I also came to realize that this is something that just happens with no warning. So that at least (sorta) let the two dealerships off the hook. Saturday morning I called Corvettes of Houston and spoke to Scott. He said his Column Lock Bypass would fix the issue for $50. Since 50 is less than 600, I figured it was worth the try and I had nothing to lose.
Also from my reading, I saw that a low battery could trigger the issue. Friday afternoon before coming to work, I had picked up my daughter from school. While sitting at her school for about 30 minutes, I had played the radio while reading the Owner's Manual. Thinking that maybe I had slightly drained an "old" battery, Sunday morning I went and pulled the battery from the car and took it to Advance Auto for testing. It failed the test with 68CCA versus the 720CCA it should have. Thinking "ahah", I promptly bought a new battery and installed it. Still a no-go. Same issue. But I do believe the battery could have played a part. I could not remember which fuses to pull to reset the BCM (stuff), I went back home (time has been short lately as I am in the middle of planning a charity driving event).
I got the CLB from CoH in the mail last night... how about that for fast delivery. My wife and I went back up to the parking deck and went about installing it. I found the "K Harness" and it was dated December 2005. That jived with the recall dates I had seen when the GM dealership ran the history on the car last week. After installing the CLB, pulling fuses 25 and 29, and re-installing them 10 minutes later, the car fired up and no messages on the dash. We put the car back together and drove home. All told, it took less than an hour. Never having touched a Corvette before, this was pretty good considering we read each instruction three times to ensure we did not screw up.
So, kudos to the forum members here for posting up great information as well as Corvettes of Houston for shipping me a great part very quickly. I drove the car to work today and everything seems ok. I will wait and see if it happens to resurface like some of the others on here, but I don't expect it to happen again.
I look forward to learning more about the car and interacting with you guys and gals.

V1145 - 04006 - PERFORM REPROGRAM AND FUNCTIONAL TEST - MANUALS ON. Looks like it was towed a few times after this.
One side of the harness has White, Purple, Green, Black on one side. So I go looking for the relay on the passenger side. I find cut wires hanging with duct tape on them. I only have two relays mounted above the BCM - the one on the right has the correct color wires, but what I have read all day is there is supposed to be 3 relays.
I am confused should there be two relays or three?
How do I know I have the right relay?
Do you remove the relay completely and just splice the 87 and 30 wires together or does the relay have to remain in place.
If it does stay in place what is best way to jump the pins together?
Once I get this figured out I will post a picture of the relay
97 c5 manual. Track car. Wrecked car racing. Sent to frame shop. Once back, drove into my shop to repair. While repairing body damage decided to replace rack that had been driping for a while. Repaired body. Went to move car. Wont drive but steering NOT locked. (dont believe it ever locked). I wil look today to see if I have CLB already installed.
Can it be related to rack and the sensor in rack?
Can I get rid of this lock all together? I have a Quick disconnect hub and wheel to install? How do I do this?
I was hoping to get this car ready for an event this coming week and have several issues I'm dealing with. thanks for any guidance.

I posted earlier about our problems with a 99 FRC that came up with the Service Column Lock message.
Following his advice we managed to get the message to go away while we waited for the delivery of a CLB. Our experiences comfirm the view that the initial trigger of the message can be caused by a low battery. WE could not get the message and fuel shutoff to clear until we charged the battery overnight. We measured voltage the next morning and found it to be 12.75 volts before we attempted anything.
Since our wheel turned freely without a key we knew the recall had been done. We also removed the lower dash cover under the steering wheel and found the recall wiring harness. We also found the purple wire relay under the BCM in the passenger side footwell.
We unplugged the recall harness, removed the relay module on the passenger side, jumped wires 30 and 87, reset the BCM by pulling the fuses and the codes cleared when we put the key back in.
WE drove the car for 4-5 days with no problems. The car sat for a couple of days and I went to move it last Saturday and the darn Srvice Column Lock code was back.
First thing I checked was the battery voltage and sure enough it was low at 12.2 volts. I put the charger backon and overnight the voltage was back to 12.7. I pulled fuse 37 and 25 for 10minutes and tried again. The code was gone.
I drove the car to my shop so it would be in doors and ordered an Optima battery.
The CLB arrived Monday and I installed the battery and CLB last night and we are good to go again.
I chose the Optima due to the very good storage capacity of the battery. Unlike a traditional wet battery the Optimas have a much better lead content and hold their charges longer than most batteries. Since this car will see no use from November to April the Optima will provide better service and longer life in my experience. I will also have a battery tender connected during this period as well.
I hope this is the end of the issue for this car, although we will also have the fuel cutoof speed reprogrammed just in case.

Slightly off topic: can someone recommend a tuner in the WPB/PSL Florida area to set my fuel cutoff to 200+

A: Lock plate was removed last year.
B: The last line of my post:
1. Make sure that your battery has enough voltage 11-12 volts or the steering lock motor will not disengage easily with less voltage.
2. Get the CLB from Dallas Corvettes, Thunder Racing, etc. well worth the cost as the kit includes the lighter plug to disengage the steering lock.
3. Follow the instructions that comes with the CLB kit to a "T" and use the link from http://www.ls1howto.com/index.php?article=24 as it provides great pics of the drivers side knee panel removal and installation.
4. If your steering wheel lock doesn't unlock easily with the kit, turn your steering wheel firmly from side to side several times until the lock motor disengages. Repeat until it releases since it may take several attempts!!
5. Clear any previous DIC codes and hopefully you should be back on the road enjoying your vette again!
I removed the K-harness and plugged in a CLB from thunder racing and followed the instructions thoroughly.. and still now.. sometimes the car won't move, and sometimes it will. I can always get it go go, but sometimes I have to take the key out and put it back in about 5 or 6 times. The steering wheel does not lock at all, even when no key is in it.. so I'm pretty sure they removed the lock or disabled it.
Now... Is my CLB faulty? should I try ordering one from corvettes of houston, or is there another relay I need to look up and remove...because I read about the one under the passenger side near the bcm, but am not that good with electronics and could not find it. Also, does anyone know where I could get the BCM reprogrammed so that the fuel shutoff stops shutting off my fuel at 2mph. I really do not care about messages popping up, or wires hanging down, I just want to get in my car and always have it GGOOOOOO.

On May 19, 2008 the car had recall #04006 performed which added in part # 89023816. All was well until last week where my dad is now stranded with the car in his garage becuase it won't go past 2mph.
Am I to assume that the K Bypass they installed is no longer working properly?? Should I go ahead and use the instructions to bypass the bypass and then continue on and add the Corvettes of Houston CLB mod??
He will be checking over fuse #23 and #25 1st, and the proceed from there.
There steering wheel is not locking, but obviously the fuel is being cutoff.
Once I get EFI live, I plan on changing the tables for this...but I don't have it, and nobody in my dads area has it either.
