The evap hose on back of head left OFF - Chevy dealer found it with smoke test = no more surging.
The supercharger shop did a less than stellar job and smashed the ECBM?? Plug so ABS was wacking out and throwing codes to the AH system. Chevy Dealer again to the rescue.
Car running great but to do all over again---I would not have.
Shop paid dealership so that was cool.
Thank all of you for your help in guiding me to ask the right questions and get a positive resolution

second tuner found that the burst knock setting was too sensitive and the duration of the retard was too many cycles.
My engine is noisy becase its all forged now so I was ready to pull my hair out because of the surging.
Burst knock is a prelude to spark knock so its a knock sensor - sensor if you will. Ask your tuner to look at this if he/she is willing if not get a better tuner.
The burst knock episode would trigger a timing retard that lasted to many degrees or cycles (revolution of crank) before it corrected itself. this variation is the surge i felt and saw on the tach. good luck hope this helps some other folks

C5Scully, no the dealer did a smoke test to find loose hose and nothing else besides try to trade me into a 13 GS 2lt (mine is 3lt)and take my car and me owe them 5K at signing - right. If it was a 3lt as disgusted as I was I would have done it if that says how I felt.
so I took my car to the only other tuner around here in birmingham who has an actual shop and he spent 1 day with it after driving with me to see what I had a problem with.
He found the burst knock settings and corrected them as well as some other little tune items but nothing else major. Using the HP tuner software he showed and explaind to me what he moved around and it makes sense, three trips to the first guy who I think is still scratching his head...like right now, literally.
2nd tuner did tell me this though, most guys dont expect oem driveability with sc cars and on a 1 to 10 with 10 being bad my car is like a 2-3 and while not terrible its tunable, even beyond what he did and I am 99% happy with it now. So its expectations, tuner skills and quality of the kits.
I think the tuner skills is about 99% relative. Look for a different tuner or go back to your guy and see if they are smart enough to want to learn something new that will help them, if not get clear of the building and find a smarter person to tune your car.
