Yes, it seems like a very odd way to handle this potential issue. All it will take is for someone to get burned up in a fire, and / or burn their house down with the knowledge that GM knew about the problem beforehand and chose to offer an extended warranty for this issue should it occur in lieu of doing something proactive.
Got my letter today.
GM is being proactive. This is the right move for everyone especially owners. I'm certain you didn't think they sent this letter out just to get everyone panties in a bunch.
Here's an oversimplified example that demonstrates the core issue here.
I turn on my gas grille and tell you its hot and you could be burned if you touch it. You touch it anyway. Now whos at fault for your injury ? The answer is you, because you were aware of the circumstance and did not exercise the due caution required to protect yourself.
Haven't gotten letter and not sure if 17 GS is included. My 04 had similar fuel system / fuel tank problem . That was with the Cross Over for fuel tanks. My 04 was with in the VIN numbers, But didn't show signs of problem until after the 10 year period. My extended warranty for car did cover repairs. Repair would have cost 2300.00 dollars back then , I had no problem with car fuel system after repair was done . I will wait and see if I get letter and just gives me another reason to get a extended warranty before my b/b warranty runs out. It didn't hurt my trade in value at all ! In the mean time I am going to enjoy may 17 GS !

Here is a picture of my 04 fuel system out of car , Second picture were finger is pointing is the part dealer said was cracked. I was told my 04 ,C6,C7 have same fuel system. Hope this helps answer your question.

Thanks , I'm hoping that my build date being 5/11/17 GM solved problem, but I'm thinking they just didn't get to mailing or adding the warranty extension. Wait and see I guess went thru it with 04 .

That's not the "Fuel pump module flange", its the crossover tube connection at the tank. Although I don't doubt it was leaking.

Yep, I was just trying to show picture of fuel system. His picture showed part of one tank . Figured I show part that was bad with my 04 fuel system after seeing people talk about C5 C6,C7 generation fuel systems problem. Is the fuel pump flange the black the part ( round ring with tabs ) were the fuel pump is connected into tank ?

When I read the description in the letter; I take it to mean the flange on the pump module assembly that seats against the o-ring seal at the tank. You can see the o-ring seal (green) in the second picture.
My car was produced in late 2016 (probably Sept./Oct.), I got the letter this week. Didn't bother me, happy with the long warranty extension, I figure if this problem is going to rear its head it will happen in the first ten years of the car's life, plus the odds I'll be driving that car when it's 10 years old are probably fairly slim for a number of reasons.
The fuel pump flange they are talking about should be over here....
I looked in the service manual and found that there is a locking ring that holds the fuel pump in the tank, so there are just locking tabs on the tank body..

I received the letter yesterday. It mentions that "a Check Engine lamp may illuminate if the fuel tank is less than half full". Anyone have any idea what code it would throw?
My Check Engine did come on 2 days ago with less than 1/2 tank, Code P0455. I cleared the code and waiting to see if it repeats. I've not smelled any fuel. I was at the time assuming maybe it was related to the fuel filler.

I googled po455 and came up with "evap system large leak detected"
I would expect this issue to result in a small leak but I would go get it inspected if I were you.

Too funny. I pulled the plug on the purchase of a beautiful '15 M7, 2LT so I could see if all years to date are affected. In March I traded a '14 Grand Cherokee on an '18. All I can say is well kiss my a$$. No escape.
