A new federal investigation into Rep. Jesse Jackson Jr.'s finances alleges the Illinois congressman misused campaign funds to redecorate the inside of his Washington D.C. home.
Three weeks before the election, the feds also are looking into whether Jackson Jr. used money from his House spending account to pay for the home decor, according to the Wall Street Journal.

49 states have concealed carry provisions for law-abiding citizens which recognize the right to carry a defensive firearm for personal and family protection. That means that 49 states have some form of right to carry law in place.

CHICAGO (AP) -- Chicago Mayor Rahm Emanuel is headed to Florida to campaign for President Barack Obama.
A spokeswoman for Emanuel said Tuesday the mayor will be in Florida from Saturday through Monday. Emanuel was Obama's chief of staff before he was elected mayor of Chicago.
Emanuel will visit the Tampa area and southern Florida. The Chicago mayor will support Obama campaign efforts to get out the vote.
Emanuel also will participate in outreach efforts with Florida's Jewish community. His spokeswoman says he will highlight President Obama's support for Israel and domestic issues important to the Jewish community.

Vehicles that sit higher from the ground, such as trucks, pick-ups and SUVs, are particularly vulnerable to catalytic converter theft because thieves can slide underneath without having to jack up the vehicle to gain access to the converter. With just a few cuts of a battery-powered saw, the catalytic converter can be stolen in less than a minute.
SMART STEPS for preventing catalytic converter theft
Preventing catalytic converter theft on your vehicle is a matter of common sense and some research.
1. Always park in well-lighted areas.
2. At shopping centers and other similar parking lots, park close the entrance of the building, or near the access road where there’s a lot of traffic.
3. If you own or work at a business or factory, park within a fenced area that’s busy during the day and secured at night.
4. Engrave your license plate number on the converter to make it traceable. This can act as a catalytic converter theft deterrent and help with local police investigations.
5. Purchase a vehicle security system, and make sure its set to triggered with just the slightest motion.
6. Visit a local muffler shop and have the converter secured to the vehicle’s frame with a couple of pieces of hardened steel welded to the frame.
7. Check out the different types of catalytic converter theft deterrent systems at your local auto parts store or on the Internet.

CHICAGO — As Chicago struggles to quell gang violence that has contributed to a jump in homicides, a top elected official wants to tax the sale of every bullet and firearm — an effort even she acknowledges could spark a legal challenge.
Cook County Board President Toni Preckwinkle will submit a budget proposal Thursday that calls for a tax of a nickel for each bullet and $25 for each firearm sold in the nation's second-largest county, which encompasses Chicago.
Preckwinkle's office estimates the tax will generate about $1 million a year, money that would be used for various county services including medical care for gunshot victims. Law enforcement officials would not have to pay the tax, but the office said it would apply to 40 federally licensed gun dealers in the county.
Through last week, the city reported 409 homicides this year compared to 324 during the same period in 2011. Although the violence still doesn't approach the nearly 900 homicides a year Chicago averaged in the 1990s, officials say gang violence was largely to blame for a rash of shootings earlier this year.
Preckwinkle insists the ordinance is far more about addressing gun violence than raising money for a county that faces a deficit of more than $100 million next year.
"We think that's an appropriate thing to do, especially in the light of the gun violence we struggle to deal with in our criminal justice system and our public health system," she told a local newspaper editorial board this week, according to a transcript of the meeting provided by her office. "The legal gun shops in suburban Cook County are a conduit for crimes in Chicago. There's no way around it."
Preckwinkle declined to speak with The Associated Press ahead of the announcement Thursday, but her spokeswoman Kristen Mack confirmed the details of the plan.
Mack said the office has found no other jurisdiction in the nation that has imposed a tax on bullets, even though several have considered it. Legislation on such a tax was previously introduced by state lawmakers in Springfield, but it was never been voted on, she said.
Richard Pearson, the executive director of the Illinois State Rifle Association, scoffs at such talk, saying the tax wouldn't do anything to address gang violence but would harm local businesses and law-abiding citizens.
"If she wants to get to the people causing all the problems she ought to put a tax on street gangs," he said. "All this is going to do is drive business out of Cook County, into other counties, Indiana and Wisconsin."
One suburban gun shop owner agreed, saying that his customers, many of whom are hunters and police officers, will simply go elsewhere.
"Who's going to come to Tinley Park to buy ammunition," said Fred Lutger, the owner of Freddie Bear Sport in that suburban Chicago community.
And, said Lutger of that money going toward treating gunshot victims, "Why should be paying for gang bangers shooting each other? You're taxing law-abiding citizens for what criminals are doing."
Gun rights advocates spent years challenging in court Chicago's handgun ban, which was ultimately overturned in 2010 by the U.S. Supreme Court.
Lutger said a lawsuit was certain. Pearson said he and others started talking about a legal challenge as soon as they heard Preckwinkle was considering the tax.
Even Preckwinkle seemed resigned to a legal challenge in her comments to the newspaper board.
"You can't make decisions based on the basis of whether or not somebody's going to sue you or then you'll never do anything," she said.

Thank you for your e-mail regarding President Preckwinkle’s proposal to tax ammunition and firearms in Cook County. I, too, am vehemently opposed to this tax for many of the same reasons you discuss in your e-mail.

CHICAGO — A Cook County commissioner has a new proposal to reduce gun violence without taxing firearm and ammunition purchases.
In a statement Saturday, Commissioner John Fritchey said his plan would create a gun court to expedite the prosecution of people charged with gun crimes.
It also would provide $1 million in grants to organizations aimed at preventing violence and getting youth involved in positive activities.
Earlier this month Cook County Board President Toni Preckwinkle proposed a new tax of 25 cents per firearm and a nickel for each bullet.
Preckwinkle said the tax would help quell gang violence and raise about $1 million. She acknowledged it would likely face a legal challenge.
Fritchey said he would pay for his plan by delaying filling 28 high-paying, vacant administrative positions.

Cook County Board President Toni Preckwinkle announced Monday she’s tweaking her proposed new tax on merchandise purchased outside of Cook County.
Earlier this month she pitched a new 1.25 percent “use tax” on items — from lumber to televisions — worth $2,500 or more that residents and businesses purchase outside the county; the tax wouldn’t apply to titled property.
But Monday, she bumped the threshholed to $3,500. The aim of the proposed new tax is to get county businesses and residents to buy items they’ll use locally.
