Once accomplished I kept it running to provide news on local legislation and shooting sports. The thread has been moved back and forth from here to PR&C only to return to the Great Lakes section once more.

A suspect is in custody after a break-in at a gun shop in southwest suburban Manhattan, Ill. Monday morning, police said.
The owner of Gibbs Gun shop received an alert from his security system around 6 a.m. Monday. Manhattan police arrived within minutes and noticed a window in the shop was broken.
Police determined that a person was inside and set up a perimeter. Police ordered the suspect inside to surrender and after a few minutes, the suspect escaped out another window and fled.
After a brief foot chase, Will County deputies apprehended the suspect on Sharp Drive. The suspect was having difficulty breathing and was transported to Silver Cross Hospital to be checked out, police said.

After nearly three decades, several attempts, a court battle and opposition by some nearby residents, a Lincolnwood gun shop has been cleared to open a shooting range.
Under court order, Lincolnwood issued a building permit Wednesday to Shore Galleries, allowing the gun dealer to construct a 10-lane shooting range on the second floor of its shop at 3318 W. Devon Ave., just north of the Chicago border.
"Our hands are tied. We have to adhere to the court order," Village Manager Timothy Wiberg said.
Shop owners sued the village after it denied their most recent request to open the gun range. A Cook County Circuit Court judge sided with the village, which argued the range would violate local zoning code because it did not qualify as a recreational use.
But owners appealed and won, with a state appeals ruling two years ago that a gun range does qualify as a recreational use, noting that shooting is an Olympic sport. A lawyer for shop owner Mitchell Shore at the time called the ruling "a total vindication of our position."
After a few failed attempts in the late 1980s and 1990s, Shore applied for a permit in 2012 to relocate to a local manufacturing district and add the gun range there. But he withdrew his request after an outcry among some residents because of the site's proximity to schools. Shore then applied for the permit to expand at his current location, eventually leading to the lawsuit.

The new law, which passed both chambers of the General Assembly without opposition, makes it a felony for a person who has not been issued a state firearm owner's identification card to bring guns into Illinois with the intent to sell or deliver them. Penalties will be stricter for those who've previously been convicted on gun trafficking-related charges.
The new law makes gun trafficking punishable by as much as 15 to 30 years in prison. Previously, the offense was categorized as a lower type of felony that carries a sentence of as little as year.

The new law won’t have any impact on what occurs in other states. But it puts real bite in the effort to discourage and penalize those who choose to traffic in firearms.
It would be nice to think that legislation of this kind would put a major dent in the problem. But no one should be so naive as to expect grand results.

Background checks hit an all-time monthly high last month, based on statistics just released by the Federal Bureau of Investigation.
State gun background checks in August totaled 185,912 -- the first time Illinois surpassed 100,000 in a single month. Last month's number was almost twice that of August 2015.
Richard Pearson, executive director of the Illinois State Rifle Association, said those statistics confirm a growing trend he's seen over the past several years.
"In the last five years, we have seen the number of [Firearm Owner Identification] cards go from 1 million to 2 million," Pearson said. "The population in the state has actually dwindled in that time, but the number of card holders has doubled -- more than doubled, actually."

A longtime Oak Park resident and college professor is hoping to start a conversation about gun control by seeking support to abolish the Second Amendment.
A non-binding referendum appearing on Oak Park Township ballots in November will ask voters if the Second Amendment of the United States Constitution should be repealed, with future gun licensing and regulation to be taken up by Congress.
The referendum question will read: "Shall the Constitution of the United States be amended as follows? The second article of amendment to the Constitution of the United States is repealed. The United States Congress shall regulate the licensing and use of arms."

On October 10, 2016, the City of West Chicago -Development Committee decided against its proposed gun store & range zoning amendment, for the present. This amendment would have virtually banned all gun stores and ranges within the city limits.

Though not the threat it once was, we will closely monitor the zoning situation as we turn our attention to an onerous Gun Dealer Licensing Ordinance now facing West Chicago.
Among its many provisions, the currently proposed license would hold licensees to a standard no human activity can achieve – complete and utter silence beyond its own boundaries. Rail lines, garbage collection trucks, manufacturing facilities, school playgrounds, and the City’s own water treatment plant are not held to this standard. Neither should any retail operation be expected to accomplish the impossible.
