I really hope the IL Supreme Court finally puts this FOID nonsense to rest for good! Charging citizens for an extra ID just to exercise their US constitutional rights has always been outrageous. Especially with the proposed FOID cost increases the left is trying to get passed. Ugh!

Chris Dorr with Ohio Gun Owners says the bill’s momentum is a sign that gun owners are organized and mobilized.

“What we have been fighting this entire time is getting government out of the rights, regulation business and we just took an important step here today,” Dorr said.

House Speaker Larry Householder (R-Glenford) said he wants HB178 to be re-referred to another House committee, criminal justice, so the legislation can go under further review. This step delays a potential vote by the full House chamber.

The motor fuel tax is doubling from 19 cents per gallon to 38 cents per gallon and the diesel fuel tax is increasing by 5 cents to be 45.5 cents total.

Vehicle registration fees are increasing from $101 to $151 per vehicle beginning with 2021 registrations.

Electric car registration fees jump from $34 per vehicle every other year to $251 annually.

Truck registration fees increase by $50 for vehicles 8,000 pounds and under, and by $100 for vehicles weighing more than that.

The special fuels tax - on diesel fuel, liquefied natural gas or propane used for motor vehicles - increases from 2.5 cents per gallon to 7.5 cents per gallon.

Parking garages will now also be taxed: 6% on daily and hourly garages, and 9% on monthly and annual parking, effective January 1, 2020.

"When you have the governor of a state grossly misrepresenting the position of the Second Amendment rights groups in the state, most of whom worked very hard to help him become elected, it's a little bit shocking what he's doing; he's out there saying something that is blatantly untrue," he added.

What Ohioans for Concealed Carry does support are laws that are currently making it through the Ohio legislature that would do the exact opposite -- taking away some of the current firearms regulations that are already on the books in Ohio.

House Bill 174 and House Bill 178 would allow anyone over the age of 21 who is legally allowed to own a gun to conceal carry a firearm without a permit.

The Second Amendment Foundation today revealed that it is considering legal action to force authorities in the State of Illinois to speed up the application and renewal process for concealed carry licenses, following a report by WMAQ in Chicago about the length of time citizens must wait for their licenses.

“A right delayed is a right denied,” said SAF founder and Executive Vice President Alan M. Gottlieb. “We are considering taking legal to end this abuse of process.”

According to the report, it is taking from 120 to 140 days for the State Police to process license applications when it should be taking between 90 and 120 days. Currently, nearly 34,000 first-time and renewal CCL applications are being processed. The state has almost 301,000 CCL holders, and those who obtained their licenses in 2013, when the law first took effect, need to renew.

“The Second Amendment Foundation’s successful lawsuit forced Illinois to pass their concealed carry license law,” Gottlieb recalled. “Now the slow process is discouraging people from exercising their rights.”

The State Police Firearms Services Bureau reportedly has only five staffers designated to handle about 20,000 phone calls a week. Gottlieb said that is simply unacceptable in a state where revenue from CCL applications and renewals runs into the millions of dollars.

“In neighboring Indiana,” Gottlieb said after viewing the WMAQ report, “authorities process licenses in less than 60 days and in Wisconsin, they do it in five days on the average.

“This isn’t about serving the public,” he observed, “it’s about discouraging the public. It doesn’t take a degree in mathematics or economics to realize there is a growing demand for carry licenses, but the resources clearly are not being provided to meet that demand, and we think it’s deliberate.

“This especially impacts gun owners in the Chicago area, where demand is the highest,” Gottlieb stated. “If the General Assembly and state police don’t care to allocate the necessary resources to solve this problem, we may ask the courts to make them do it.”


The Second Amendment Foundation has petitioned the Supreme Court of the United States to review a case challenging the State of Illinois’ ban on concealed carry by non-residents, asserting that without high court review, “virtually all Americans will be deprived of their full Second Amendment rights while in the State of Illinois, based on nothing more than their state of residence.”

Joining SAF in this legal action are the Illinois State Rifle Association (ISRA), Illinois Carry and nine private citizens. They are represented by attorney David Sigale of Glen Ellyn, Ill., a veteran of Second Amendment cases in Illinois and elsewhere.

“This is a case that literally begs for Supreme Court attention,” said SAF founder and Executive Vice President Alan M. Gottlieb. “When the Court ruled in the 2008 Heller case that the Second Amendment protected a fundamental right, it was clear that this right belongs to everyone, not just the residents of an individual state. The Seventh Circuit held in Moore v. Madigan that the carrying of firearms in public for self-defense is a fundamental right, but under existing Illinois restrictions, that right has been limited to Illinois residents and citizens from only four other states.

“All the plaintiffs in this case are asking for is to be treated equally to Illinois residents,” he added. “They’re not asking for special treatment. They will take the training required by state law and abide by all the other rules.”

ISRA Executive Director Richard Pearson added, “It is unfair that people from out of state cannot get an Illinois concealed carry license. We intend to remedy that.”

This is not the first legal action SAF has taken against Illinois. Its case in Moore v. Madigan paved the way for creation of a licensing system that allows concealed carry. Before that, SAF and ISRA sued Chicago to nullify its decades-old handgun ban. SAF and its partners in this case have been busy fighting to expand Second Amendment rights in the state since the landmark 2010 ruling in McDonald v. City of Chicago.

“We’re determined to make sure that all law-abiding citizens are not forced to leave their Second Amendment rights at the state border when they travel into or through Illinois,” Gottlieb stated. “This is yet another example of trying to win back firearms freedom, one lawsuit at a time.”

Cannabis and Your Second Amendment Rights - December 31, 2019

In the New Year there will be a bevy of new laws facing Illinois Citizens. One new law that Gun Owners should pay close attention to is PA 101-0027, the Cannabis Regulation and Tax Act. This new law allows Illinois citizens over twenty-one the ability to purchase and consume cannabis recreationally. Illinois citizens have had the ability to purchase and consume cannabis for medical reasons for five years. There is a difference between the purchase and use of Medical Cannabis and Recreational Cannabis as it relates to your lawful rights to own and possess a firearm in Illinois.

The following information is an attempt to dispel any myths or bad information that we have seen shared on various social media platforms as it relates to the cannabis law in Illinois. Our job at ISRA is to help you navigate laws that could have an adverse effect on your 2nd amendment rights. This information should not be used as legal advice. We at ISRA do not take an opinion for or against this new cannabis law. If you want to smoke cannabis recreationally (marijuana, weed, reefer) come January 1, 2020 that is your right. If you don’t want to smoke cannabis, that is your right as well. We live in the United States of America which gives you a 1st amendment right to your opinion either way. Our mission here at ISRA is to protect your 2nd Amendment Rights.

Let’s start at the beginning. When you purchase a firearm, the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) requires you to fill out an ATF E-Form 4473, the Firearm Transactions Record. Specifically, you must attest to the following:
e. Are you an unlawful user of, or addicted to, marijuana or any depressant, stimulant, narcotic drug, or any other controlled substance? Warning: The use or possession of marijuana remains unlawful under Federal law regardless of whether it has been legalized or decriminalized for medicinal or recreational purposes in the state where you reside.

Ok, so this seems pretty straight forward. According to Federal Law if you smoke cannabis you are an “unlawful user” of a controlled substance. Is this the end of the conversation? No. The new Cannabis Regulation and Tax Act in Illinois specifically states in law that a person who uses recreational cannabis is NOT an “unlawful user” of a controlled substance. From Public Act 101-0593 (Trailer to Cannabis Act):
(410 ILCS 705/1-7 new) Sec. 1-7. Lawful user and lawful products. For the purposes of this Act and to clarify the legislative findings on the lawful use of cannabis, a person shall not be considered an unlawful user or addicted to narcotics solely as a result of his or her possession or use of cannabis or cannabis paraphernalia in accordance with this Act.

If you believe in State’s rights, then according to Illinois law, you are not considered an unlawful user if you use or possess cannabis. As we all know in Illinois, we have a real special hoop to jump through to exercise the right to own and possess a firearm called the Firearm Owners Identification Card (FOID).

The FOID Card is administered by the Illinois State Police (ISP). We at ISRA have confirmed that the Illinois State Police will “not revoke Firearm Owners' Identification cards based solely on a person’s legal use of adult-use cannabis.”

Another tidbit we have seen on certain social media platforms is that cannabis dispensaries will capture your personal information when you purchase their product and in turn that information will be made available to ISP. The fear that once this information is available to ISP then it can be used by the Federal Government to deny you the purchase of a firearm. From PA 101-0027, the Cannabis Regulation and Tax Act:
Section 10-20. Identification; false identification; penalty. (a) To protect personal privacy, the Department of Financial and Professional Regulation shall not require a purchaser to provide a dispensing organization with personal information other than government-issued identification to determine the purchaser's age, and a dispensing organization shall not obtain and record personal information about a purchaser without the purchaser's consent. A dispensing organization shall use an electronic reader or electronic scanning device to scan a purchaser's government-issued identification, if applicable, to determine the purchaser's age and the validity of the identification. Any identifying or personal information of a purchaser obtained or received in accordance with this Section shall not be retained, used, shared or disclosed for any purpose except as authorized by this Act.

Clearly under Illinois law, no cannabis dispensary can share your personal information, unless you authorize them, to anyone or any entity. This includes the Illinois State Police (ISP) and the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF).

Lastly, we should make you aware of the differences between the purchase/use of recreational cannabis versus the purchase/use of medical cannabis as it relates to your 2nd Amendment rights. To use medical cannabis there are procedures and forms that must be filled out to get a Medical Cannabis Card that authorizes you to be in the program. While Illinois treats cannabis as a prescribed drug, the Federal Government considers cannabis to be a Schedule I narcotic. As such, the Federal Government could gain access to your records as a Medical Cannabis User and therefore jeopardize your right to purchase a firearm from a Federal Firearm License (FFL). If you intend to use cannabis and own a firearm taking the recreational cannabis route has less potential, detrimental effects on your 2nd Amendment rights than the medical cannabis route.

I realize this has been a long email with lots of information to digest. I hope this helped. Once again, this information is intended to educate you on the cannabis laws and not intended to be used as legal advice. We will be following the roll-out of this new Recreational Cannabis Law for any negative effects on our 2nd Amendment rights.

SPRINGFIELD — New rules governing how retail gun dealers do business go into effect Friday and include the types of records they must keep, how weapons and ammunition are to be stored and the kinds of video surveillance and security systems they must maintain.

The rules, established by the Illinois State Police and scheduled to be published in the Illinois Register on Friday, will go into effect almost one year to the day after Democratic Gov. J.B. Pritzker signed the Firearm Dealer License Certification Act into law. The Act requires firearm dealers who have a federal firearm license to also obtain a state certificate and comply with state regulations.

What's up with the state on dragging their *** on renewing guys CCW and FOID cars, I know several guys who renewed their FOIDs over 2 months ago, have not received there new ones and the old ones have now expired (same with a few CCW guys I know). Wouldn't be surprised if our new Governor, Jelly Belly Pirckster was behind this some how (Ughh)!!

"Months of pleading and phone calls with the Illinois State Police has proven to be fruitless, leaving us no choice but to file a lawsuit. The Illinois State Rifle Association and the Second Amendment Foundation have joined together to file a lawsuit in the U.S. District Court against the Illinois State Police, ISP Director Brendan Kelly and Jessica Trame in her official capacity as Bureau Chief of the Illinois State Police Firearms Services Bureau, alleging they have violated the 2nd Amendment rights of law-abiding citizens by not acting in a timely manner to act on Firearm Owner Identification Card and Concealed Carry applications...

The lawsuit, filed in the Northern District of Illinois, Eastern Division federal court, says the Governor “has swept or transferred funds totaling more than $29,500,000.00 from the State Police Firearms Services Fund, the State Police Operations Assistance Fund, and the State Police Services Fund away from these funds and into other accounts.” According to the complaint, “The money was to be used for three purposes: administration of the Firearm Owners Identification Card (“FOID Card Act”), background checks for firearm-related services, and concealed carry licensing pursuant to the Firearms Concealed Carry Act (“FCCA”). Instead, the more than $29,500,000.00 has been subject to interfund transfers which are ostensibly to be repaid but which have not been or swept into other accounts without an obligation to reimburse the funds at all.”"

Well it's about freaking time, this is great news, Praise GOD for the ISRA and SAF, a job well done by filing suit against this left wing state!

"Illinois Gun Owner Lobby Day (IGOLD) was started back in the early ‘90’s to put a face on Illinois gun owners. Up until that time the media had portrayed gun owners and those who believed in the Second Amendment as some knuckle dragging Neanderthal throw backs, barely worthy of being called humans. IGOLD helped change that although the mainstream media still labels gun owners that way, when they can get away with it.

The first ISRA Lobby Day was attended by about 200 people. Among those attending were four undercover policemen. In 2006, the ISRA joined with several other groups and ISRA Lobby Day became Illinois Gun Owner Lobby Day (IGOLD). The Illinois Gun Owner Lobby Day (IGOLD) has become the number one demonstration of citizens promoting gun owners’ rights in the United States – the Illinois State Rifle Association (ISRA) is its primary sponsor. The crowds have grown each year. In 2013, 8200 gun owners showed up to lobby their legislators and to become the face of all the gun owners in Illinois. Because of IGOLD and other ISRA activities, gun owners have increased in stature in Illinois.

One of the early attendees of this big event was Otis McDonald. The court case known as McDonald et al. v. City of Chicago came about because of IGOLD. IGOLD proves what law abiding gun owners can accomplish when they stick together.


This year we will be working to make the concealed carry law better and stopping the anti-gun groups. It is critical that we let politicians know how important our gun rights are; we will be supporting only those legislators who support our gun rights. IGOLD is the ideal time to demonstrate our commitment to the Second Amendment and the right of self-defense!"
