U.S. District Judge J. Phil Gilbert, an appointment by President George H. W. Bush to the federal bench, slapped down the East St. Louis Housing Authority’s gun prohibition in a three-page ruling issued this week.
The authority’s lease specifically restricts firearms possessed by the renter or guests “anywhere in the unit or elsewhere on the property” and the units are subject to “special inspections” at any time. This, argued the plaintiffs, amounts to a program that denies people their right to keep and bear arms simply because they are at a financial disadvantage and need government housing.
Gilbert agreed, saying, “Among whatever else, the Second Amendment protects the right of a law-abiding individual to possess functional firearms in his or her home for lawful purposes, most notably for self-defense and defense of family.”

Firearms training for teachers bill passes Indiana state Senate
“We’re just trying to prevent more children from being harmed and our staff from being harmed to do what we’re doing with this piece of legislation,” Sen. Travis Holdman, R-Markle, who sponsored the bill, said.
“We’re not just arming teachers. We’re allowing law-abiding citizens to practice their Second Amendment rights,” said State Sen. Chris Garten, R-Charlestown.

(WGN) - CHICAGO — A man who fatally shot a would-be carjacker in downtown Chicago early Friday won’t be charged with any crime after police determined he acted in self-defense.
Chicago police tell the Chicago Tribune that an investigation revealed the 41-year-old man was a concealed carry license holder who drew his weapon and fired only after he was confronted with an armed man trying to steal his car.
The shooting happened early Friday. Police say the man was driving a BMW in the downtown area when his vehicle was rear ended. When the driver got out, he was confronted by a man who pulled out a gun, announced a carjacking and demanded the man’s keys. When the gunman pushed the man into the BMW, the man grabbed his weapon and shot the carjacker in the head.

Rep. Robin Kelly, D-Ill., says gun violence should be considered a public health issue, and she is promoting legislation that would require the federal government to treat it as such.
Kelly, who represents a deep-blue Chicagoland district, is the author of a first-of-its-kind bill to require the surgeon general to study gun violence as a public health issue. The nation’s leading health expert would examine shootings the way he does diabetes or heart disease, delivering an annual report to Congress about the economic and healthcare costs as well as the mental health effects of gun violence.
Such a report, in Kelly's view, could help tip the balance of the gun control debate toward stricter regulation by laying out the numbers relating to gun violence and presenting the problem as one of public health rather than of gun rights...

The National Rifle Association Institute for Legislative Action (NRA-ILA) today announced its support for a lawsuit challenging Illinois’s Firearm Owners Identification Card (FOID) Act. The lawsuit was brought by Guns Save Life, an organization dedicated to defending the Second Amendment rights of Illinois residents.
“The Illinois FOID Act infringes on law-abiding citizens’ fundamental right to self-protection,” said Chris W. ***, executive director of NRA-ILA.
The FOID Act requires individuals to pass an extended background check, provide a photo, and pay a fee before being granted government permission to possess a firearm in their own home. Illinois gun owners must pay a fee and renew their FOID cards every 10 years. If the cards are stolen, the gun owner is forced to jump through additional hoops and burdened with more fees to exercise their constitutional right to self-protection.

On May 29th, the Illinois state House of Representatives voted 62-52 to pass Senate Bill 1966, sending the amended version back to the state Senate for further consideration. Among other things, they would increase the fees and also impose a mandatory fingerprinting requirement for both new FOID and renewal applications.

Senate Bill 1966 would mandate fingerprinting and background checks for card holders, a measure which led opponents to call the bill’s constitutionality into question.
Others said added fees in the bill are unduly burdensome. Those fees include increasing card application and renewal fees from $10 every 10 years to $20 every five years. The bill also requires fingerprinting, which would add an additional cost of up to $30 to the application process due to a cap placed on the price vendors can charge in the bill.

State Representative Darren Bailey (R-Xenia) voted NO on Wednesday on sweeping gun control legislation. Senate Bill (SB) 1966 as amended, will impact at least 2.4 million Illinois citizens who currently hold a Firearm Owner I.D. (FOID) cards and Concealed Carry License (CCL) and any future citizens who wish to exercise their U.S. Constitutional 2nd Amendment right.
“I promised to defend the Constitution, and our Second Amendment rights are under attack again in Illinois,” Bailey said. “This was an easy NO vote on a proposal to mandate fingerprinting and background checks, increase fees and expand court-ordered revocations of FOID cards and concealed carry licenses.”

On Monday, Gov. J.B. Pritzker told the Chicago Sun-Times Editorial Board, “I think that most of that bill makes sense to me. There are pieces of it that I think probably need to get some amending.”
Pritzker may have simply been referring to the common tactic of revising legislation that is close to passing in order to pick up a vote or two.
We hope that doesn’t happen with this bill, though.
During negotiations, supporters agreed to drop several other Fix the FOID provisions, including requiring in-person applications for FOID cards and charging $50 for a five-year renewal. Also dropped was a mandate that local law enforcement get warrants to recover the guns from people whose FOID cards are revoked. Instead, that task would be handled by the Illinois State Police.




CHICAGO (AP) — Gov. J.B. Pritzker is scheduled to sign the state budget and legislation related to enacting a graduated income tax in Illinois.
Pritzker’s office says he will sign the measures Wednesday afternoon at the Thompson Center in downtown Chicago. They are pillars of what the first-year governor has called one of the most “ambitious and consequential” legislative session in state history.
The nearly $40 billion budget increases spending for education and the state’s child welfare agency. It fully funds the state’s $9 billion pension contribution and borrows $1.2 billion to pay $6.7 billion in overdue bills. The budget also includes a $1,600 annual pay raise for lawmakers.
The income tax measure adds a constitutional amendment question to 2020 ballots asking voters whether they want rates to increase with income.

A case challenging Illinois’ Firearm Owners Identification card law is headed to the Illinois Supreme Court, but a gun rights group said it could end up in the nation's highest court.
Illinois State Rifle Association Executive Director Richard Pearson said the case out of White County involved a disabled woman who had a single-shot .22 caliber rifle.
“The judge in White County said the FOID card is unconstitutional in the home,” Pearson said. “So that’s where we stand today and the state of Illinois doesn’t agree to that.”
