I think the screw not penetrating the the reinforcement at that end is pretty typical, if not universal.
It it possible that the reinforcement was drilled for the rivets (the AIM indicates to drill 6 holes) that hold it in place but not for the compartment door hinge mounting screws?
Toward the center the rivets hold the reinforcement firmly enough that the screws can pierce it, but not at that end?

Complete Guesstimation: There were 20206 D35 cars, slightly half of total production. If they averaged 110 cars a day, there could have been about 50 the day your car got them.
I have had my hands on many Corvettes....and I really do not see too many mistakes that would cause me to bash the guys on the assembly line. For the most part...they are fairly consistent.
I have seen the same issue many times where the drill moved the retainer...but that is understandable due to the assembly process...and IF quality control did not worry about it....then the guys on the line would just get their stuff done so the car can go down the line.
Boy.. I can think of a bunch of goofs on the 1978-1982 cars but none were due to bubba.. maybe the bubba design team.
The carpet on the kick panel carpet not fitting, the front and rear bumper cover fitment, the defective glove box door fit, the dash pad rubbing the steering column and squeaking.. I watched the promo video of the 1981 car and snapped some screen shots of the mistakes found.
