I did have insurance and received signature confirmation that the units were received at his site. I'll be making one last attempt to contact him today and will be contacting the credit card company if I go to his voicemail again.
Issue the chargeback and purchase yourself a new ECM/TCM to be tuned by a real shop. Continue to pester him until you get your units back but at least get your car up and running for yourself. I have seen it too many times where a customer will deal with weeks/ months of this bullsh!t and then Chuck will finally come through, usually with some lame excuse, and the previously disgruntled customer will have a change of heart and defend Chuck, forgetting about the hell they just went through. Almost like a battered spouse. Don't be that guy. This is not an isolated incident. Best of luck.

The advice is much appreciated. It's sad, but I agree that the charge back path is probably the optimal one to take.
I just recently sent him my ECM and TCM toward the end of last month since I fell victim to the dreaded P0601 (Reduced Engine Power) issue. I've been trying to reach him over the past week to make sure he received the units that I shipped up there, but also have been unable to get a response. I hope all is well with him.
From web page: CoW BOOSTER is GUARANTEED to be the MOST FUN, EXCITING, and LEAST EXPENSIVE MOD to EVER BE OFFERED for the C6 CORVETTE!
So, it's been about 3 months since anyone has actually had any contact at all with him ?
I am thinking it has to be one of the 6 following reasons ...
1. He is in jail
2. He died
3. He joined NASA and is on a trip to outer space somewhere
4. He is in a coma
5. He took a boat ride and is now lost at sea (or on some deserted island in the south pacific)
6. He has joined the United States Federal Witness Protection Program
To funny. He posted on his facebook page on September 30th so he must be alive. Cross that one off.
He's racking up the complaints. Im surprised internet brands is letting him stay on the forum

Unfortunately, for years many of the stories were buried or ignored. The older members who knew about all his games either left, were banned, or simply don't care enough to post anymore.
Check out the Westchester County, NY legal records website to find out more about what our pal Chuck, aka Charles Mosello, aka Charles J Mosello, aka Charles J Mosello III has been busy with recently.

Being a licensed GM Tech myself, I exposed him years ago by posting ECM data that PROVED he's charging people hundreds of dollars for something a $150 ECS tune ALREADY COMES WITH!
The best part is, his COW Boosted cars yield the following improvements:

It's pretty obvious that something has gone very very wrong with his business.

Do you see any other scenario ? ?
Oh well ...
He used to be very vocal in threads like these. He'd spout off about how great he is and how all the negativity was from customers of rival shops who couldn't begin to understand what he does. And he'd do it all in his very typical, obnoxiously annoying posting format. I doubt there are many that will weep for the demise of his business. I feel bad for his more recent customers who were duped.

Dude.....after I exposed him and his "COW TUNER" he wrote me a private message where he began to trash me on my Van Halen tribute at the time and the fact that me, my brother and girlfriend help take care of my 80 year old mom who can barely keep up with Yoda thanks to the advanced state of her arthritis in her legs. Why? I never took personal shots against him.
"Not exactly sure how you came to be an authority on Corvettes,
but if your Corvette skills and knowledge are as good as your Van Halen tribute band,
you should think about another career......
It's time you got off my back....
Chuck CoW"
Oh really Chuck? Here's my crappy Van Halen tribute with me on guitar playing in front 3000 people...sold out. You guys tell me who needs a career change:
