State Rep. Roger Eddy, R-Hutsonville, recently introduced legislation to create yet another specialized Illinois license plate. This one would be called the "Support Illinois Carry" plate.
The plate would cost more than standard license plates with the added proceeds raising money for an arm of the Illinois State Rifle Association to be used to promote changing Illinois law to allow people to carry concealed weapons.

Around 7, Monday night, police responded to the shooting on 76th and Villard. According to police, a man armed with a gun went inside the store and tried to rob it.
A customer inside the store had a gun and fired at the man. The suspect left the store without taking anything.
None of the people inside the store were hurt and it's unclear if anyone has been arrested.




Police are warning people to stay alert by taking off headphones and not being distracted by electronic devices because of 12 recent attacks.
A strong-arm robber is targeting women from Ashland to Central Park and Division to Diversey.
The robberies started December 4. The latest was January 21 in the 1500-block of North Milwaukee. The person attacks women walking alone and steals purses, cell phones and money. He wears a hooded sweatshirt or black puffy coat and has been seen in a white 1990s Cadillac Deville.
Police say that women should walk in pairs and in well-lit areas.

Illinois has so many requests for Firearm Owner’s Identification cards that state police can’t process them in a timely manner. In addition, people calling the state police to ask why they haven’t received their FOID cards are put on hold for as long as 35 minutes, if they’re lucky enough to get through to an answering machine that puts them on hold.
Call the ISP Police Firearms Services Bureau at 217-782-7980 and make an inquiry into the status of your card. Disregard any recorded message that tells you not to bother unless you’ve been waiting more than 56 days. It’s your rights that have been put on hold, it’s your freedom that is put in jeopardy, it’s your prerogative to call and ask for action.

DECATUR - A group of Central Illinois lawmakers is calling for a bipartisan coalition of downstate legislators to unite in support of job creation and in opposition to gun control laws, state Rep. Chapin Rose said at a Thursday news conference in Decatur.
State Reps. Adam Brown of Decatur and Bill Mitchell of Forsyth joined the Mahomet Republican near the Law Enforcement Center on Franklin Street to discuss the coalition and recent legislation they said "bans hunting" in Illinois.

The case is named for individual plaintiff Michael Moore, and defendant Lisa Madigan in her capacity as Illinois Attorney General. Joining Moore and SAF in the case are Illinois Carry, and three other private citizens, Charles Hooks, Peggy Fechter and Jon Maier.
The complaint was dismissed by Federal District Judge Sue E. Meyerscough, an Obama administration appointee who formerly served on the Illinois State Appellate Court.
In her ruling, Judge Meyerscough stated, “This Court finds that the Illinois ‘Unlawful Use of Weapons’ and ‘Aggravated Unlawful Use of a Weapon’ statutes do not violate Plaintiffs’ Second Amendment rights. The United States Supreme Court and the Seventh Circuit have recognized only a Second Amendment core individual right to bear arms inside the home. Further, even if this Court recognized a Second Amendment right to bear arms outside of the home and an interference with that right, the statutes nonetheless survive constitutional scrutiny.”
In response, SAF founder and Executive Vice President Alan M. Gottlieb suggested the judge’s ruling defies common sense.
“We look forward to winning this important case on appeal even if it means going back to the United States Supreme Court for a third time,” Gottlieb stated. “The Second Amendment does not say, the right to keep and bear arms shall not be infringed except outside your home or that it only applies inside your house. We don’t check our constitutional rights at the front door.”
Judge Myerscough denied SAF and its co-plaintiffs a preliminary injunction against two laws in Illinois that make it a crime to carry loaded firearms outside the home for personal protection. Instead, she supported the state’s motion to dismiss the case.

Bill Kramer of Waukesha is president pro tem of the Assembly. He controls debate and can order spectators out of the chamber.
He says he obtained a permit to carry a concealed weapon in November and has at times carried a Glock 26 on the Assembly floor.
He says he feels he needs the weapon given the toxic atmosphere at the state Capitol. Bands of protesters still angry over Republican Gov. Scott Walker's contentious collective bargaining law have spent the past year harassing GOP legislators.




CARBONDALE - A gun registration campaign being pushed by Chicago Mayor Rahm Emmanuel is another hindrance for law-abiding citizens in Southern Illinois who own guns, a local state senator says.
State Sen. Gary Forby, D-Benton, said he was furious to learn of Emmanuel's push for a statewide registration fee for people to own handguns. The fee proposed would be $65.
The mayor says the initiative would help deter violent crime in Chicago.
Forby says that's ridiculous.
"This is crazy. I don't see how requiring a hunter in Southern Illinois to pay $65 to register his gun is going to stop crimes in Chicago," Forby said. "That just doesn't make any sense. I'm sick of Chicago politicians pushing their anti-gun laws on the whole state."
Forby, like all Southern Illinois legislators, has been an advocate for gun rights. He is chief sponsor of a bill to allow concealed-carry and is supporting a measure to lower the age at which a person can get a FOID card without their parent's permission.

ST. PAUL, Minn. (AP) — A bill expanding the situations where citizens can use deadly force in their home is headed for a vote by the full Minnesota Senate.
The state House passed the gun bill last year and senators gave it a final committee vote Thursday. A number of law enforcement groups are against the bill, but opponents say they see little opportunity at this point to stop it from passing. Those critics say they fear the legislation could endanger police officers.
The bill allows the use of deadly force with a weapon if people feel like they’re in imminent danger while defending a dwelling. That could include a home, a hotel room or other overnight accommodation, a tent, car or boat.
Gov. Mark Dayton has not indicated if he supports the bill.

Mr. Batchelor is an 85-year old Chicago resident who filed an application with the Chicago Police Department for a Chicago Firearms Permit (CFP) in May, 2011. The possession of a firearm is prohibited in Chicago without a CFP. On June 14, 2011, Mr. Batchelor's application was denied because of a 1996 city ordinance violation. During that year, Mr. Batchelor was at home and heard a loud noise in his backyard. When he went to see what was happening, he saw that some large stray dogs had broken through his fence and were headed toward him. He had a legally owned firearm and shot into the ground to scare away the dogs in an act of self-defense. However, Mr. Batchelor was cited with violating a city discharge ordinance, fined $50, and his firearm was seized.
Mr. Batchelor is a veteran of WWII and the Korean War, and a law-abiding resident of Chicago. He has a Illinois Firearms Owner's Identification (FOID) Card, but the City of Chicago would not let him get a CFP to purchase a firearm because of his previous city ordinance violation.
After months of litigation, the City of Chicago agreed that Mr. Batchelor's 1996 ordinance violation should not disqualify him from obtaining a CFP.
"This settlement is a victory for the Second Amendment and the self-defense rights of all Chicago residents," said Chris W. ***, executive director of NRA's Institute for Legislative Action. "Mr. Batchelor is a great American who put his life on the line to defend freedom overseas. The least his country and the City of Chicago can do is respect his constitutional rights here at home."




"On Thursday, Emanuel picked up where his predecessor left off.
His proposal would require all handgun owners to obtain a certificate of registration from the State Police for every handgun they own — at a cost of $65-per-weapon — and to renew that registration every five years.
They would be required to provide: their name, address and telephone number; the manufacturer of the gun, its model type and serial number; and the date and source of the purchase.
Whenever a handgun is sold, the seller would be required to report the sale to the State Police “no less than 48 hours prior to delivery.” Handgun buyers would have 20 days to file for a new certificate of registration. Anyone caught carrying or possessing an unregistered handgun would face a Class 2 felony.
A portion of the $65 fee would be used to implement the statewide registry. The rest would be used to improve two public safety data basis: LEADS and the National Instant Criminal Background Check Systems (NICS).
The bill has the backing of Chicago police Superintendent Garry McCarthy, who said it would help keep residents safe and ensure responsible gun ownership throughout the state.

On Thursday, February 9th, Chicago Mayor Rahm Emanuel called for the Illinois General Assembly to pass a $65 per handgun fee to be levied against every law-abiding gun owner in Illinois – INCLUDING YOU. If you have 10 handguns to bring in, you’ll walk out paying $650 in taxes. If you own 100 handguns, the government will lighten your wallet to the tune of $6,500. And, you’ll have to repeat this process every 5 years – unless Emanuel and his buddies in the legislature bump this up to an ANNUAL FEE.
WHAT IF YOU DON’T HAVE THE MONEY TO PAY THE TAX?
If you cannot pay the $65 tax on EACH of your handguns, you will have to surrender your guns to the local police for destruction.
WHAT IF YOU DECIDE NOT TO PAY THE TAX?
If you decide not to pay the tax, the police will come to your house and take your guns away. They will also arrest you and charge you with a CLASS 2 FELONY.
