SPRINGFIELD, Ill. (AP) -- Gov. Pat Quinn says the idea of requiring all Illinois handgun owners to register their weapons would be an "uphill climb" with state lawmakers.
In comments to reporters, Gov. Pat Quinn brushed off questions about Emanuel's controversial plan and said he'd rather spend his political capital trying to enact two other gun control measures he believes might have a better chance of being approved in the General Assembly.
"I think we need to have an agenda that gets enough votes," Quinn said.
Quinn, however, said he'd rather ban certain kinds of large-capacity semiautomatic weapons and ensure there are more sufficient background checks on people who purchase weapons at flea markets and gun shows

Everyone is looking at the activity of this week and wondering what is going on. To be honest with you, I'm not sure.
I thought the Mayor was smarter than this. If the vote were tomorrow on his new handgun tax, I don't think it would get 45 votes. And so far, only 1 would be a republican.
Now Quinn has stuck his head out of the gopher hole calling for a semi-auto ban, and yet po-poing the mayor's proposal, but calling for some debate on the subject.
I know going to the Mayor's Facebook page and ripping him a new one is fun and makes us feel good. But at the end of the day, it's not about feeling good, it's about winning. And that is what I think is driving all of this.
Over the summer and fall, we continued to work on town hall meetings and getting to legislators who voted against HB148. Well, it's working. The poor performance by the anti-gunners is their home base has been noticed. And in districts thought hostile to us, candidates are hearing about their votes on 148 at the door.
This is the kinda stuff we can't make up. People are raising the issue when representative XX knocks on their door and they are telling them are tired of being defenseless. The psyche of the electorate appears to have turned a corner and is on our side.
So I think that the other side is fighting a rear guard retreat. They are tossing stuff up on the wall to see if anything sticks. Is there a trade to be had, what can they water down and HOPE for. And in the last 48 hours after hearing about a $65 tax on all handguns coming out of the city of Chicago, people are just plain pi$$ed. Now we have Quinn jumping up with his own gun ban ideas. Good. We go from taxing them to banning them. That is going to go over real well as our people see it as a one – two punch. But we're not down.
So now is the time to take action. Call your rep and senator and tell them you:
1. Oppose the Chicago gun tax and registration scheme.
2. Oppose the Governor's gun ban. If they ask you for a bill number give them HB-1294
3. Oppose the Governor's plan to tax private sales of firearms.
4. Write letters to the editors calling the Mayor and Governor out on these taxes on our rights.
5. Get your friends and family to come to IGOLD.
WE can talk about our constitutional rights, but that gets lost on those who are not gun owners. But the tax thing, is something they can all understand, and after a 66% increase in the income tax, they now want to tax a right away, that they can't outright ban after losing two Supreme Court cases, they now want to tax it out of existents. They want to regulate it out of existents. That is the language we need to speak in the newspaper interviews, letters, on talk shows and in public forums.
I am becoming more convinced that this is going to be a very good year for gun owners in Illinois. I think our enemies are giving us a tell at the poker table. All we have to do is keep working at it."

"We are planning on opening March 1st at 8:30 am!! The new store and range are almost done and coming together very nicely.
Now a little bit of information on the range. The range is indoor, it has a maximum distance of 28 yards (84 feet) there are 5 stalls, the target trollys are all electronic, the range will be open to the public, the cost will be $20 for reserved times and $25 for walk ins IF there is a lane available.
You will need a valid FOID card, Drivers License, and a credit card to put on file. You will be required to fill out a waiver of liability and a damage waiver. You will not be required to purchase your gun or ammunition from us (although it is highly recommended).
The Gun Shop will be stocked with lots of guns, ammunition, and accessories. We will have a selection of hearing and eye protection for sale also. We hope you have a wonderful day and hope to see you after March 1st."




The accidental discharge happened at about 8:30 p.m., said Capt. Steve Klein.
Police were called to St. Agnes Hospital for a report of a 54-year-old man who shot himself.
Barthuly was later transported to Appleton Medical Center for further treatment. He was listed in good condition on Thursday.
Barthuly currently serves as director of the Training and Standards Bureau at the Wisconsin Department of Justice.




Senate Bill 3340 would repeal the Firearms Owner’s Identification Act. McCann said the act prevents law-abiding citizens from exercising their rights under the Second Amendment.

Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. Imposes a 2% surcharge on firearm ammunition. Amends the State Finance Act. Creates the High Crime Trauma Center Grant Fund. Requires the 2% surcharge to be deposited into the Fund. Subject to appropriation, authorizes the Department of Public Health to make grants to trauma centers in high crime areas. Effective immediately.

Call Article II in Lombard for future classes if you are interested in getting the Utah Carry Conceal Permit, which is alway offered every few weeks, the next available one being offered on Sunday March 11th.

With Right-to-Carry in Illinois hanging in the balance, it is vital that every pro-Second Amendment vote is preserved!
As ISRA President, Don Moran has a solid pro-gun record. If appointed, he would stand with the Second Amendment and work for the protection of Illinois gun owners and passage of Right-to-Carry!

The Personal Protection Act – known by many opponents as the “shoot first” bill – extends the right to use deadly force for personal protection outside the home to any place where an individual lawfully can be, sponsor Sen. Gretchen Hoffman, R-Vergas, said.
“This bill isn’t just about guns,” it is about allowing any use of deadly force if necessary to guard against imminent danger, Hoffman said.
The bill, approved by the House last year, also would require Minnesota to recognize firearms permits from other states and would prevent law enforcement from confiscating weapons during governor-declared states of emergency like Hoffman said occurred after Hurricane Katrina.
House members will review bill again. If approved, it will go to Democratic Gov. Mark Dayton. He has not said whether he will sign the bill, but said he usually sides with police officers, who generally oppose the measure.

More than twice as many Ohioans have started legally carrying concealed firearms over the past three years, according to the state attorney general’s office, and gun rights activists expect the number to continue climbing.
Another 49,825 people got their concealed carry licenses in 2011, the Cleveland Plain Dealer reports, pushing the number of new licenses to 153,853 over the past three years. A total of 256,000 Ohioans have permits and more than 300,000 likely will have them as the year goes on.
“Eventually you aren't going to know who you might come into contact with who legally is carrying a gun, and that's the point,” said Jeff Garvas, of Ohioans for Concealed Carry. “Eventually people with bad intentions aren't going to realize who they are coming into contact with.”
However, gun rights opponents claim gun supporters use scare tactics to get more people to want guns.
“It’s the same thing happening over and over again," said Toby Hoover, of the Ohio Coalition Against Gun Violence. She expects more licenses will be issued this year because it’s an election year.
“Everyone is increasing the rhetoric of ‘don’t vote for this person’ or ‘vote for that person’ because they want to take your guns or they’ll protect your guns,” Hoover said.
Ohio’s Republican-controlled state legislature and Gov. John Kasich’s administration have also been adding more laws favorable for firearms owners. Last summer, Kasich signed a bill that makes it legal for gun owners to have their weapons in bars and restaurants.
The state legislature is considering a bill that could allow concealed carry permit holders to take their guns into churches, onto private and public college campuses, into daycare centers, and government buildings.
Another proposed bill removes rules that require a license holder to inform a police officer he has a license and is armed, and for the license holder to keep his hands in plain sight.
“It’s the typical gun lobbying slippery slope we’ve seen across the country,” Hoover said. “You say yes to something with reasonable restrictions and then they keep coming back and asking for more.”
