Questions LaShaw Ford asked at the end of Lott's presentation:
F: Are there any studies showing an increase in crime after CCW is passed?
L: No
F: Is there an increase in suicides after CCW is passed?
L: Some areas may see a slight increase in suicides committed with a firearm, but the number of overall suicides
do not increase.
F: Why do you think crime goes down after CCW?
L: Because of the increased risk for the criminal, they do not like to take the chance their victim is armed.
F: Do any of the states offer a sliding scale for those with low to no income?
L: Not that he was aware of - Lott had discussed the fact that with higher fees and longer training requirements
there is a drop in the number of CCW holders in the socioeconomic group that needs protection the most -
and that being the poor blacks who live in high crime areas.
Officer speaking on behalf of Chicago Police Dept. He said he was basically there to oppose CCW because of increased threat to officer safety. Officers would have to worry about every stop they make there might be a gun
present. If officer came up on a live shooting, they wouldn't be able to tell who was the good guy.
Ford: Aren't officers trained to responds as if everyone they encounter is armed?
Officer: yes
Ford: How do officers in the other 49 states deal with people who are carrying legally?
Officer: didn't know
Ford: If gun crime weren't so high in Chicago, would you support CCW?
Officer: couldn't say
Ford: Why is Chicago opposed to CCW?
Officer: It creates unsafe environment - more guns means more crime and increases threat to officer safety.
Todd pointed out at this time that the Chicago Sgt. and Lt. support CCW.
Todd: How many of the illegal guns you take off the street belong to FOID card holders? CPF holders? Registered?
Officer: Didn't know
States Att. Assoc. rep: Aren't officers trained to deal with a whole list of Constitutional Amend. everytime they encounter someone? (He listed a number of them).
Officer: Yes
States Att. Assoc. rep: If the 2nd Amend comes into play with CCW, what would you want included
in the law to help officers with this?
Officer: Couldn't say, I'm just here to oppose the bill.
Ford pointed out that CPD has not entered into the discussion of CCW, no cooperation. Suggested officer go
back and seek input from the CPD.
Sean Smoot - Illinois Police Benevolent and Protective Association - also represents CPD Sgts. and Lts. -
reported that 75% support CCW, goes to 85% when training and some sort of identifier is added to something
like the LEADS system. We're looking at 20% fewer officers on the street, early release of prisoners reduces the
deterrent factor for criminals plus more criminals on the street. Policies of Chicago not working. He is an
advocate for officer safety and ALL officers are trained to assume ALL encountered are armed.
Madison Co. State's Att. Tom Gibbons - strong support for CCW in his heavily populated area. Ban on carrying
is a failed experiment. Support increased in his area after carry was passed just across the river in
Missouri and seeing it did not create any problems there.
Pike Co. sheriff - Talked about the new poll out and how they must have left the 217 area code out off their
calling list because not only does Pike county have the opinion of "likely" voters, they actually voted and
85% of actual voters support CCW. If Chicago continues to oppose, why can't we go without them?
Officials from Peoria - this is the right time and the right thing to do. Same question about going without Chicago.
Tazwell Co. Sheriff - support widespread.
Stay at home mom - I want to be able to protect my children and when they are older I want them to be able
to protect themselves.
Dr. Wiffler - Doctors for Responsible Gun Ownership - co-author with Dr. Tim Wheeler of "Keeping Your
Family Safe". Gave 12 reasons for CCW.
Lori Hamilton - Second Amendment Sisters - was asked by LaShawn Ford to present statistics on firearm deaths
and children. Did an effective job of presenting GunFacts.info material, especially that non-firearm
related fatalities far outnumber firearm related deaths but "we're not banning cars, draining our pools, or pulling our kids off the beaches."
Dr. Dan Mefford wrapped up the day with comments of wide spread support all across the state.
